Description
The United States Department of Agriculture (USDA), Office of the Executive Secretariat (OES), intends to negotiate on a non-competitive basis with Kitchings Management Consulting Services, Inc. to provide Executive Correspondence and Records Management services. The period of performance will be from October 2004 through September 2005. Among various items, the contractor shall provide support in the following areas: A. The contractor shall assist OES managers, employees, contractors, and customers in the development, testing, and deployment of USDA?s Enterprise Correspondence Management Module (ECMM); B. The contractor shall assess the initial and subsequent versions of the ECMM software, identify problems or difficulties in using the software to automate our business processes and recommend technical and/or business process solutions to the problems so identified; C. The contractor shall identify and track ECMM deliverables; D. The contractor shall establish and implement processes for business configuration control, review existing policies, procedures and documentation to assess the current baseline business environment and their impact on the solution; E. The contractor shall provide training and support to OES employees, contractors, and customers in support of the ECMM Pilot and subsequent project deployment and development phases; F. The contractor shall assist in the development of plans for the migration of data from current systems; G. The contractor shall assist in identifying records to be classified and provide recommendations and guidance in the classification of those records and/or classify those records so identified; H. The contractor shall identify records to be scheduled for transfer to the Federal Records Center and apply the appropriate records schedule; I. The contractor shall make recommendations to OES management regarding changes in records management schedules and procedures to better utilize conventional and electronic records management systems; J. The contractor shall assist in identifying records for digital conversion; K. The contractor shall develop a draft electronic records management ( e-Records) policy for OES and submit same for review and consideration for adoption by OES management; L. The contractor shall assess and test enterprise records management software prior to implementation in OES for Immediate Office of the Secretary records; and M. The contractor shall assist in training OES records management staff. The place of performance shall be at USDA, 1400 Independence Avenue, S.W., Washington, D.C. 20250. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. However, all proposals received by the response due date will be considered by the Government. A determination by the Government not to compete with this proposed contract will be based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of whether to conduct competitive procurement. This contract will be a firm-fixed price. THE SOLICITATION IS NOT CURRENTLY AVAILABLE. The approximate solicitation release date is on or about 10/4/2004. The Federal Business Opportunities web site http://www.fedbizopps.gov. All future information about this acquisition, including solicitation/amendments will be distributed solely through the web site. Interested parties must obtain a DUNS number and register in the Centeral Contractor Registration (CCR)(www.ccr.gov) in order to transact business with USDA. This procurement will be conducted in accordance with FAR Part 12, Commercial Items procedures.
