Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Description The United States Army Tank Automotive and Armaments Command located in Rock Island Illinois intends to enter into a sole source contract under Simplified Acquisition Procedures with HOUTZEEL MANUFACTURING SYSTEMS, INC., 1620 SUDBURY ROAD, CONCORD MA. 0174 2, 718-890-2811, for Bill of Materials Management Software, installation of Software and Training meeting the following requirements: Use either a drawing-based or a part-based EBOM as the baseline configuration from which the MBOM is developed. Deliver real-time visibility of part and process structure in one unique view Helps manufacturing engineers decide and define how a product will be brought together during its manufacture, or disassembled and reassembled during modification and maintenance Report how each component requirement in the EBOM is satisfied within the MBOM/production plan and how each item was achieved during manufacturing ABOM. Allows users to perform net change analysis and incorporation to maintain configuration validityfrom one engineering release to the next. Report any items in the MBOM that dont have at least one complete process plan attached or if there are any components of a configurable item without installation plans. Enable manufacturing engineers to confirm the completion of process plans Allow users to verify that the manufacturing production plan maps to the product designers engineering specifications Support the use of substitutes, alternates and synthetics Provide a multi-level interactive graph display of the BOM through selection of an item in the tree graph that dynamically displays both item-specific information and the usage information regarding its component parts. Allow the user to collapse or expand the BOM tree graph display as desired. Allow associated documents, such as process plans, to be attached to the tree graph display Allows users to relocate an item within the BOM through Drag and Drop process. Provides for multiple BOM Views for Analysis and Reporting Create a digital genealogy of all parts and serial numbers supporting multiple BOM views within a single module. Enable analysis from as-planned to as-built or as-maintained product structures Allow easy access and navigate for a comprehensive view of the product structure, along with planning documents and supporting information for complete visibility and analysis Control the part content of an item using model/variant/unit or date effectivity. Handle edits at effectivity level. Prevent or minimize obsoleted materials Help control inventory costs and eliminate production delays Expedite long-lead item requirements Easily integrate with other enterprise systems  PDM, CADD, UG, MRP/ERP Fully integrate with HMS-CAPP and HMS-Manufacturing Change Management?, with direct links to HMS-Shop Floor Management and HMS-Quality Management Interested firms able to meet these requirements are invited to submit response within 5 working days after appearance of this notice but only in writing with clear and convincing documentation to TACOM-RI, 1 Rock Island Arsenal, ATTN: AMSTA-AQ-ARI/Matth ew Lutes; Rock Island, IL 61299-6000 or by email to Matthew Lutes at: lutesm@ria.army.mil. Responses must include at a minimum how the contractor proposes to meet the requirements set forth herein. Written response must technical information sufficient to enable the Government to determine if a vendor can meet the Government's needs. If no affirmative responses are received clearly demonstrating a vendor's ability to meet the Government's need within 5 working days after publication of this notice a sole source purchase order shall be issued to HOUTZEEL MANUFACTURING SYSTEMS, INC., 1620 SUDBURY ROAD, CONCORD MA. 01742, 718-890-2811. All contractors who provide goods and services to the Department of Defense (DOD) must be registered in the Central Contractor Register (CCR) in order to be awarded DOD contracts.
