Description

The project consists of the Base Bid construction of an AGE (-14,000 SF) Maintenance Facility, a General Purpose Maintenance Facility (-24,000 SF), a Ground Control Station (-14,000 SF), a Hangar Addition (-30,000 SF) and the associated Infrastructur e, including site work, building demolition, utilities, roadways, airfield paving and lighting. The buildings consist of administrative offices, maintenance shops, conference rooms, high-bay aircraft and vehicle maintenance rooms, break rooms, locker room s, a paint booth, overhead cranes, special systems, fire protection systems, and some rooms requiring SCIF construction, Indian Springs, Nevada. This is Unrestricted Procurement; therefore, all responsible sources may submit a bid. The Los Angeles Distri ct subcontracting goals are specific percentages of the contractors total planned subcontract amounts. The goals are as follows: 71% with small business, 10% with small disadvantaged business, 10% with women owned small business, 3% with veteran owned sm all business, 3% with hub-zone small business, and 3% with service-disabled veteran owned small business. In addition all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable e xtent with the small and disadvantaged firms in accordance with the provisions of Public Law 95-507. Please note that there are special instructions pertaining to hand delivered bids. These special instructions can be viewed on the Los Angeles District Co ntracting Division website and they will also be available in Section 00100 of the advertised solicitation. The North American Industry Classification System (NAICS) code is 236210, Industrial Building Construction, $28.5 M average annual gross revenue for the last three (3) fiscal years. Estimated cost range of the project is over $25,000,000.00. The solicitation will be made available on or about 12 October 2004. The Government intends to issue this solicitation and all amendments though the use of t he Internet (WEB ONLY). No additional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary. Contractors may view/download this solicitation and all amendments from the Internet after the so licitation issuance at the following Internet address: http://ebs.spl.usace.army,mil. All bidders are required to check the Los Angeles District Contracting Division website daily to be notified of any changes to this solicitation. Bidders must be registered with the Central Contractor Registration (CCR), in order to receive a Government Con tract award.
