- SOLICITATION FA8601-04-T-0211 VISUAL MESSAGING EQUIPMENT The Operational Contracting Squadron (88 CONS/PKS) at Wright Patterson Air Force Base, OH, is procuring the installation of Visual Messaging System Equipment. Written quotes are due to the government NLT 1600 hrs on 26 Sep 04. This acquisition will include delivery and installation of all necessary services/materials to meet the government?s requirements. A List of required equipment and services is attached. This requirement will be competed using a written Request for Quotation (RFQ). For RFQ information contact Mary Piper at (937)257-6146 ext 4207 or email at Mary.Piper@wpafb.af.mil. This acquisition is a SET ASIDE FOR SMALL BUSINESS. The NAICS Code is 811213 with a size standard of 500 employees. Offerors? quotes shall be valid for a period of no less than 30 days. The Government reserves the right not to make any award. A complete description of services/equipment to be provided is required. Resultant contract will have one (1) Contract Line Item for the total cost of the installation and equipment This Posting/Synopsis will be the only announcement regarding this acquisition. All interested parties must provide the Government a quote by the time specified above in order to be considered for award under this acquisition. Solicitation provision at FAR 52.212-1, Instructions to Offerors ? Commercial (Jan 2004) is hereby incorporated by reference. Award will be based upon best value to the government considering cost and other factors, see FAR 52.212-2 ? Evaluation ? Commercial Items (Jan 1999). The following factors shall be used to evaluate offers: (1) price, (2) past performance. All offerors shall include with their offers a completed copy of provision 52.212-3, Offeror Representations and Certification Commercial Items (May 2004) (attached). Offerors must also include three references with their offers (include names and phone numbers). The Government may contact any or all of the references for past performance information. This information may then be used in determining who will be awarded any resultant contract. Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payments (invoices) under DoD contract to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF- RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor.
