- The Department of the Interior, Minerals Management Service completed the A-76 streamlined study of eleven Offshore Minerals Management technical functions in New Orleans, Louisiana, and Herndon, Virginia. Specific functions include: regulatory activities support, environmental planning and NEPA, mapping and charting, and visual information. We determined that the incumbent service providers provide the best value to the government. Government personnel are the incumbent service providers. This determination was made pursuant to the Streamlined Cost Comparison procedures in OMB Circular A-76 (revised May 29, 2003) within the 90-day time limit.
