Description
THIS REQUEST FOR INFORMATION AND SOURCES SOUGHT NOTICE IS ISSUED FOR CONSTRUCTION SERVICES AS OUTLINED IN THE ATTACHED DESCRIPTION OF WORK This announcement is issued for informational and planning purposes. This Request for Information (RFI) is not a request for Proposals (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately to award a contract on the basis of this RFI or otherwise pay for the information solicited. Responses to the RFI will not serve as proposals, bids, or offers, which could be accepted by the Government to form a binding contract. The Bureau of Public Debt on behalf of the Armed Forces Retirement Home is hereby seeking sources that can provide the services defined in the attached scope of work. The objective of this RFI is to obtain technical capability statements from interested parties capable of performing these functions by providing information on past performance experience and a description of primary services provided to Government or commercial customers related to this type of work. All interested parties are hereby invited to submit a technical capability statement of no more than five pages to illustrate technical capabilities and which must address the following areas: 1) Provide evidence of at least 10 years of corporate experience in both the new construction and renovation of Continuing Care Retirement Community sites to include the following: a) construction of at least one (1) Continuing Care Retirement Community project in the last three years. Include past performance references with point of contact information. b) construction of at least two (2) Continuing Care Retirement Community projects in the magnitude of construction range of $10,000,000 - $ 30,000,000. Include past performance references with point of contact information. c) construction of at least two (2) Continuing Care Retirement Community projects in the magnitude of construction range of $10,000,000 - $ 30,000,000. Include past performance references with point of contact information. 2) Provide evidence of the capability to obtain Bid, Performance, and Payment Bonds in excess of $20,000,000. 3) If applicable, provide proof of approved Mentor-Prot?g? relationships. In your response, please reference RFI-AFRH-0001. Responses submitted will assist the Government in its market research to determine the availability of commercial sources and the acquisition strategy in terms of set-aside requirements. In order for the Armed Forces Retirement Home to assess set-aside possibilities, interested parties shall also include a cover letter that includes company name, points of contact, telephone numbers, fax numbers, e-mail addresses for points of contact, prime or sub-contractor interest, and identify the company as being one or more of the following; small business, HUBZone small business, small disadvantaged business, woman-owned small business, veteran-owned small business, or service-disabled veteran-owned small business. PROJECT BACKGROUND AND SCOPE The Armed Forces Retirement Home, a continuing care retirement community, is embarking on a three-phase project to construct new and upgrade existing facilities to enhance the quality of living for its retired military personnel residing on the Home?s campus in Gulfport, Mississippi. The successful contractor shall provide all labor, materials, and equipment necessary to construct and renovate the following: (1) Phase One consists of the construction of a new nine-story wing addition to an existing building consisting of eight-rooms per floor of independent living units for eight floors and administrative offices on the first floor. Phase One consists of 75,000 SF of new construction. (2) Phase Two consists of converting the two floors of existing independent living units to 84 assisted living units and a health clinic including examination, treatment, lab, pharmacy, etc. Phase Two consists of 25,000 SF of renovation for assisted living and 5,000 SF for the clinic. (3) Phase Three consists of constructing a new one-story, 16-room Memory Support (Dementia) Building with an secured outdoor wander garden and renovating the existing community activity area and the 32-room long term care facility with an secured outdoor social garden. Phase Three consists of 11,300 SF of new construction and 18,300 SF of renovation. (4) Besides miscellaneous site work and landscaping, this project also consists of the construction of an outside parking lot for 46 parking spaces. (5) Minor temporary constructions are required to accommodate residents during construction so that normal operation of the Home can be maintained. This project entails (but is not limited to) work to include the following: Piling, Concrete, Structural steel, Metal decking, Fireproofing, Masonry, Roofing, Drywall, Doors, Windows, Carpet, Paint, Elevators, HVAC, Plumbing, Fire Protection, Electrical power and distribution, Lighting, Security system, Landscaping, and other associated work. All work shall be preformed in full compliance with applicable EPA, OSHA, DOT, NIOSH regulations as well as other applicable Federal, State and City government regulations. The magnitude of construction for this project is between $10,000,000 and $30,000,000. The period of performance for this project will be three years from Notice to Proceed.
