- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. Solicitation FA6703-04-Q-0043 is hereby issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. The procurement will follow simplified acquisition procedures in FAR Part 13. The applicable standard industrial code (SIC) for business size determination is 5031 with a size standard of 100 employees and NAICS 423840. The DPAS rating is DO-C9. Dobbins Air Reserve Base, (Marietta) Georgia is soliciting quotes for the following commercial item for a contractor to furnish and deliver ruggedized molded plastic containers for use in carrying expeditionary tents. Shipment will be to 3 locations at a quantity of 5 each, totalling 15 containers. CLIN 0001: Ruggedized molded plastic containers. Measures 40? X 102? X 47?. Shipping charges shall be included in the quote. The following states will receive the books: March ARB, CA, Nellis AFB, NV, and Dover AFB, DE. No site visit will be held. The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items, shall apply along with Defense FAR Supplement (DFARS) 252.204-7004 Alternate A, Required Central Contractor Registration (CCR). Evaluation of quotes will be in accordance with FAR Clause 52.212-2, Evaluation-Commercial Items, based on exact item (no or-equal) and price to meet the Government requirements. Quotes shall include a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications--Commercial Items. FAR Clause 52.212-4, Contract Terms and Conditions--Commercial Items shall apply and is incorporated by reference. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, shall be incorporated into any contract resulting from this notice. Applicable clauses cited in 52.212-5 are 52.203-3, 52.219-8, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33, and 52.232-36. Applicable DFARS clauses are 252.212-7000, Offeror Representations and Certifications?Commercial Items, 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, 252.225-7000, Buy American Act-Balance of Payments Program Certificate, 252.232-7003, Electronic Submission of Payment Requests and 252.243-7002, Requests for Equitable Adjustment. Any prospective offeror must be enrolled in the Central Contractor Registration (CCR) database to be considered for award of any Department of Defense (DoD) contract. All qualified parties should submit a written quote, including a Dunn & Bradstreet number and Taxpayer ID number, to 94 CONF/LGC, 1538 Atlantic Avenue, Dobbins ARB, GA 30069-4824.
