- The Marine Corps Warfighting Laboratory is currently seeking potential sources, large or small businesses, which are capable of demonstrating at a minimum Unmanned Aerial Vehicle (UAV) capabilities for Sea Viking 2006, an advanced Warfighting experiment. Respondents must demonstrate at a minimum that they can provide the following UAV capabilities: Surveillance and Reconnaissance: visual imagery capable of detecting/identifying/locating (better than 100M accuracy) tactical elements of threat forces; Range: 150NM; Endurance: 6-8 hours; Launch/Recovery: Able to launch and recover by MEU forces operating ashore; Responsiveness: Able to respond to unplanned RSTA missions (quick set-up, mission programming, and launch process); Retaskable: Able to be retasked while in flight; Communication/Data Link: and Communicate and display imagery to the seabased command post with no ground infrastructure. Other UAV capability objectives include (but not limited to) the ability to communicate and display imagery to forces ashore simultaneously with the seabased command post, to launch and recover from amphibious ships, to image the targeted area from 10,000 feet AGL or above, and to provide target designation. Participation in Sea Viking 2006 could involve six days of 24-hour operations for each of the Intelligence, Surveillance, Reconnaissance (ISR) Limited Technical Assessments (LTAs) and the Limited Objective Experiment (LOE). The tentative time periods for the LTAs and the LOE are below: UAV LTA, 1 September 2005; UAV LTA, 2 December 2005; and ISR LOE, March 2006. The UAV system will pose as a surrogate for a future Marine Expeditionary Brigade (MEB) UAV capable of seabased operations. The UAV system must be capable of conducting its mission without relying on any ground infrastructure. The Government will use responses from this Sources Sought Synopsis to make appropriate acquisition decisions. This is not a solicitation announcement for proposals nor will a contract follow as a result of this announcement. Therefore, this synopsis must not be construed as a commitment by the government. No reimbursement will be granted for any costs associated with providing information in response to this announcement and any follow-up information requests. Your response should include the following: (1) express your interest to participate in the Sea Viking experiment; (2) evidence to demonstrate UAV capabilities, and (3) the size of your company (i.e. Large or Small Business, 8(a), HubZone, Women Owned Small Business, Veteran, etc.).
