Description
NASA/Goddard Space Flight Center (GSFC) has a requirement for a study to investigate RF feed and reflector antenna technologies for constructing a high efficiency Rigid Tri-Band Single-Access Antenna, with the goal of exceeding 60 percent efficiency across all Tracking and Data Relay Satellite System (TDRSS) service bands from 2 GHz to 27.5 GHz. A candidate feed shall be designed, fabricated, and tested. NASA/GSFC intends to issue a sole-source Request for Proposal (RFP) to the Johns Hopkins University/Applied Physics Laboratory (JHU/APL) to determine overall Tracking and Data Relay Satellite (TDRS)-C Single Access Antenna System Requirements in cooperation with GSFC personnel; investigate Center-Fed and Offset-fed reflector antenna systems and determine gain, antenna patterns, and axial ratio; propose candidate antenna systems which will fit within a 4-meter launch vehicle shroud; investigate state of the art Frequency Selective Surface (FSS) Technology and its application to the feed system design; meet with NASA/Glenn Research Center and academic personnel as needed in support of the research effort; design, procure, and test a candidate feed; calculate expected antenna performance (secondary patterns, gain, polarization) from the complete reflector system using measured feed data; and, prepare a study report containing the results from the analysis tasks. The proposed cost-plus-fixed-fee contract will have a 2 year period of performance. The Government does not intend to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See Notes 22, 26, and B. Statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1)--Only One Responsible Source. However, organizations who believe they can provide these services without any detrimental impact to the program schedules supported by this work, should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
