Description
The Department of Homeland Security (DHS) has been directed to begin testing an aviation passenger prescreening program that compares airline passenger names against expanded NoFly and Selectee lists to keep known terrorists from flying, and identifies other [potential] terrorists. The program name is Secure Flight. The initial step in the Secure Flight program is to validate the performance of the Secure Flight system against provided reference data sets and the current passenger screening criteria. The tests and test concepts required to meet the goal of testing aviation passenger prescreening for the Secure Flight program are: TEST: PNR against expanded NoFly and Selectee lists ----- CONCEPT: Validate the effectiveness of the Secure Flight system in identifying known terrorists, reducing false positives and eliminating false negatives when checking passenger names in subject Passenger Name Records (PNR) against the expanded NoFly and Selectee lists. TEST: Current passenger screening criteria ----- CONCEPT: Validate the effectiveness of the current passenger screening criteria, currently in use by the Air Carriers, in identifying passengers who should be subject to enhanced screening. All test concepts will be designed to validate basic functionality, policy compliance, and performance under stress conditions. Additional information and a formal Request For Proposals (RFP)regarding this Announcement will be issued in early October 2004. The successful Offeror will be required to deliver test results NO LATER THAN 90 DAYS AFTER CONTRACT AWARD.
