SCREENING INFORMATION REQUEST ***************FAX NUMBER IS 718-995-5685********************* Project Title: CONSTRUCTION OF A NEW AIRPORT TRAFFIC CONTROL TOWER (ATCT) AND ADMINISTRATIVE BASE BUILDING FACILITY IN NEWPORT NEWS, VIRGINIA. Point of Contact: Glenn McCarthy, (718) 553-3085 Date Closed: 06OCT04 ________________________________________________________________________ Project Description The Federal Aviation Administration has a requirement to construct a new Airport Traffic Control Tower (ATCT) and Administrative Base Building facility in Newport News, Virginia. This project consists of constructing a 127 Above Ground Level (AGL) cab floor height, precast/post tensioned concrete ATCT with a 9,000 S.F. steel framed, with precast concrete curtain wall Base Building with access roads, vehicular parking and other associated site work, including airfield ductbanks. The estimated price range for construction is between $8,000,000 and $10,000,000, and is to be constructed on an undeveloped 1.32-acre site located at the Newport News\Williamsburg International Airport. Purpose The following prequalified companies will be sent the Request For Offers (RFO): Turner Construction Company, Arlington, VA; Sedalco, Ft. Worth, TX; Skanska, Richmond, VA; and PCL, Orlando, FL. The purpose of this announcement is to obtain additional, qualified prime contractors. All interested parties must fax a letter of interest to the Contracting Officer, Glenn Fox McCarthy by 06OCT04, 2:30 PM EST. Only the first six contractors responding via fax will be sent the RFO. Determination of the first six respondents will be made based upon local date and time of the receiving fax machine. Requests received after the first six, will not receive a response from the government. Contract award will be based on the Evaluation Criteria stated below. (A) Past Performance A list of the last three (3) prime contracts completed during the past five (5) years similar in size, complexity and scope, and all prime contracts currently in progress (dates awarded, started and anticipated completion dates). Contracts listed may include those entered into by the federal government, agencies of state or local municipalities and commercial customers. Include the following information for each prime contract: 1. Name of contracting activity. 2. Contract number. 3. Contract description. 4. Total contract value. 5. Contracting officer, name, address and telephone number. 6. Owners Representative name and telephone number and two (2) references from the owners or the owners representative for each project. 7. List of major subcontractors. (B) Technical Experience Contractors shall demonstrate the following specialized technical experience for each contract provided in each of the following areas of conventional building construction: 1. High-rise precast concrete panel construction (structural and architectural). 2. Electrical installation, including High Voltage, Engine Generators, UPS and Class-A fire alarm. 3. Mechanical systems installation, including fire suppression systems. 4. High-rise construction (structures over 125 feet in height). 5. Pile driving experience. 6. Site preparation and development. 7. FAA experience 8. Work on airports. (C) Financial Capability Firms shall prove that they have sufficient financial resources/rating required to complete a project of this magnitude. The following information shall be provided. 1. Bonding capacity. 2. Insurability. 3. Credit worthiness/history. Basis for Award This is a Best Value procurement. Past Performance, Technical Experience, Financial Capability evaluation, and cost will be used for the basis of award. The Government reserves the right to award on initial offers without discussions or to conduct one on one discussions with one or more offerors. The Government is seeking offers that provide the best combination of quality and price in order to select the greatest value or best buy offer. Therefore, award may be made to other than the lowest price offered.
