Description
Contract Specialist Name and Phone No: Sara D. Pines - 904-232-2083 Technical POC: Luis Miranda  904-232-3823 This solicitation is restricted to small business firms. One contract will be awarded from responses to this announcement. The contract will be an Indefinite Delivery, Indefinite Quantity contract for a period of one year from date of award, with options to extend for four (4) additional years. The contract will not exceed a total of five years. Work will be assigned by negotiated task orders. Maximum order limit is $250,000.00 for the life of the contract, including options. The primary purpose of th is proposed contract is to produce independent Technical Review (ITR) reports for the Portugues Dam project, located in Ponce, Puerto Rico, at various stages of the design process. Efforts associated with this contract will include facilitating meetings t hroughout the Continental United States and Puerto Rico. This contract will not be open for use by other Districts within the South Atlantic Division. PROJECT INFORMATION: The Portugues Dam project was authorized in 1970. The engineering process has progressed from reconnaissance studies, through feasibility studies and now is in final design. Throughout this process the configuration of the dam has c hange from a conventional mass concrete thin arch dam to a thick arch dam to be constructed of RCC. An independent review has occurred each step of the way. In addition to the duties outlined below, the contractor will be required to review and comment o n the current design in relation to past designs, decisions and reviews. The contractor will be the ITR teams historical link to previous design and review efforts. The duties associated with the ITR process include; ensuring all aspects of the project r eceive sufficient levels of review in a timely manner, coordinating the activities of the ITR team that is currently functioning, facilitating review meetings, ensuring that the ITR team reports are comprehensive and properly documented, following up to en sure the District adequately responds to reviewers recommendations, and producing final ITR Reports as detailed in individual task orders. The contractor will interface with both the District's Project Engineer and Chief, Engineering Division. FACTORS FOR EVALUATION IN ORDER OF PRIORITY ARE: 1. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE: Responses must clearly demonstrate specialized experience and expertise in the design and construction of complex hydraulic structures and the Corps of Engineers ITR process. The firm must clearly demonstrate familiarity with the progression of the Portugues Dam project over the past 20 years. The A/E shall clearly demonstrate its ability to facilitate the ITR process. Firms must have demonstrated expe rience with Corps of Engineers (COE) Civil Works Projects and a minimum of 8 years experience with the ITR process. 2. PROFESSIONAL QUALIFICATIONS: The contractor shall be a Professional Licensed Engineer. 3. CAPACITY TO ACCOMPLISH THE WORK IN THE REQ UIRED TIME: Firms must have the capacity to proceed with work and accomplish it in a timely manner once a notice to proceed is issued. THE FOLLOWING SECONDARY CRITERIA WILL BE USED AS TIEBREAKERS: 4. GEOGRAPHIC LOCATION OF FIRM TO THE WORKSITE: Location of the firm relative to the worksite (considered the State of Florida) and demonstrating that the expertise required in items 1 and 2 above are co-located will be given preference. 5. VOLUME OF DOD CONTRACTS AWARDED: Work previously awarded to the firm by the Department of Defense, will be reviewed with the objective of effecting equitable distribution of work among qualified A/E firm s. SUBMISSION REQUIREMENTS: Firms, which meet requirements described in this announcement and wish to be considered, must submit one copy SF330 for the firm or joint venture and SF330 for each subcontractor. Submittal of supplemental attachments to S F 330 per evaluation factors 1-3 is strongly recommended. Submittal package is to be received in this office at the address indicated below, no later than 2:00 P.M. Eastern Time on November 16, 2004. Submittals received after this date and time will not be considered. Unnecessarily elaborate brochures or other presentations beyond those sufficient to present a complete and effective response to this announcement are not desired. The Director of Defense Procurement has issued a final rule requiring that contractors must be registered in the CCR before receiving a contract from any activity of the Department of Defense. The rule authorizes contracting officers to reject offers from contractors that have not registered. (The CCR's web site may be accesse d at http://www.ccr.gov). Your attention is directed to FAR 52.219-14, Limitations on Subcontracting, which will be included in the contract and which states in part: 'At least 50% of the cost of contract performance incurred for personnel shall be expend ed for employees of the concern.' The NAICS code is 541330, with a small business size standard of $4 million dollars. Response to this announcement should be in writing only; telephone calls and personal visits are discouraged. The required forms shall b e submitted to the following address: U.S. Army Corps of Engineers, ATTN: CESAJ-EN-T, 701 San Marco Boulevard (The Prudential Building), Jacksonville, FL 32207-8175. NOTE: If the offeror intends to hand-deliver the offer, access to this building is contr olled by security personnel. Visitors requiring access must present a drivers license, current passport, or similar positive identification. Facsimile copies are not acceptable. Security personnel are neither Government employees nor Government contract or employees. For purposes of determining whether an offer is late, delivery into the hands of security personnel will not constitute delivery to the Government. In order to ensure delivery to the Government, persons hand-delivering offers should call th e contract specialist whose name appears in the solicitation and ask the specialist to send someone to the security desk to take possession of the offer. Persons hand-delivering offers should take care to arrive at the Prudential Building in sufficient ti me to permit completion of security requirements and delivery of the offer to the designated office prior to the time set for receipt of offers. This is not a request for proposal.
