Description

Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. Description of Work: This project entitled Hazardous Cargo Loading Apron consists of constructing two concrete aircraft parking spaces with adjacent asphalt shoulders, constructing a 30 feet wide concrete road, const ructing a water line, and installing aircraft edge lighting and high mast lighting. The project is located near the South end of the runway, North of taxiway K. The new road will connect the new hazardous cargo pads to the existing munitions storage faci lity. The concrete pavement consists of approximately 24,500 square yards of 14 inch thick pavement. This project is located on Fort Benning, Georgia. Options will be included in the contract. The project will be solicited and procured using a Performa nce Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the offerors best technical proposal and best price. Award will be mad e to an offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Government. Price is equal in importance to all technical factors when combined. Weight among technical factor s: Factor 1  Corporate Relevant Specialized Experience. This factor is more important than factor 2. Factor 2  Construction Past Performance. This factor is more important than factor 3. Factor 3  Management Effectiveness. The estimated cost range of project is from $1,000,000 to $5,000,000. Network Analysis System will be required. COMPETITION WILL BE LIMITED TO 8(a) CERTIFIED CONSTRUCTION FIRMS LOCATED WITHIN THE GEOGRAPHICAL BOUNDARIES OF SBA REGION IV AND OTHER 8(a) CERTIFIED CONSTRUCTION FIRM S HAVING A BONA FIDE BRANCH OFFICE LOCATED WITHIN THE GEOGRAPHICAL BOUNDARIES OF SBA REGION IV. ALL OTHER FIRMS ARE DEEMED INELIGIBLE TO SUBMIT OFFERS. This solicitation will be issued in electronic format only and will be available on or about 15 Oct 20 04. Notification of amendments will be through use of the Internet. Proposals will be due on or about 15 Nov 2004. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
