**Revised Statement of Work** This document takes precedence over the Statement of Work posted on 27 August 04. STATEMENT OF WORK for 2004 AFROTC COMMANDER’S NATIONAL CONFERENCE 1.0 Accommodations 1.1. Rooms. Hotel shall reserve a total of 180 non-smoking rooms for the 2004 Air Force Reserve Officer Training Corp (AFROTC) Commander’s National Conference in Atlanta Georgia. 1.1.1. Twelve (12) hotel rooms shall be reserved for check-in on Saturday, 13 November 2004, and check-out on Friday, 19 November 2004. 1.1.2. One hundred sixty-eight (168) hotel rooms shall be reserved for check-in on Sunday, 14 November 2004, and check-out on Friday, 19 November 2004. 1.2. Ice Breaker. The hotel shall provide an ice breaker for all 180 conference attendees on Sunday, 14 November 2004, from 7:00 to 9:00 PM. The following items shall be served - heavy hors d’oevres: meatballs, egg rolls, buffalo wings, fresh vegetable crudités served with 2 dipping sauces, assorted cheese display served with wafers and crackers, potato chips and onion dip, tortilla chips with Nacho cheese and salsa, assorted soft drinks, water and tea station, 2 each cash bars. The area shall be set- up with double-sided reception, scattered cocktail rounds, centerpieces and seating. 1.3. Snack Breaks. Snacks shall be provided by the hotel two times each day – one in the mid-morning and one in the mid-afternoon, Monday through Friday (15 through 19 November 2004). The morning snack shall consist of coffee, tea, juice, milk, pastries and fruit. The afternoon snack shall consist of coffee, tea, juice/soda, cookies and fruit. Snacks should be available for 90-120 minutes consistent with scheduled conference breaks and must in sufficient quantities for the number of guests attending the conference. 1.4. Luncheon. The hotel shall provide a luncheon on Wednesday, 17 November 2004, at 11:30AM, with seating for the 180 conference attendees. Seating arrangement will be coordinated by AFROTC/DOT following contract award. 1.4.1. Menu. Menu choices for the lunch meal shall consist of: (1) red meat, (2) white meat/fish and (3) vegetarian option. 1.5. Dinner. The hotel shall provide a dinner on Thursday, 18 November 2004, at 7:30PM, with seating for all 180 conference attendees. 1.5.1. Menu. Menu choices for the dinner meal shall consist of the following: 1.5.1.1. Appetizer choices shall consist of: (1) shrimp cocktail and (2) onion rings. 1.5.1.2. Main course choices shall consists of: (1) red meat, (2) white meat/fish and (3) low sodium vegetarian. All main courses shall be served with vegetable(s), dinner rolls and dessert. 1.6. Registration. Registration shall be held Sunday, 15 November 2004, from 10:00AM through 10:00PM. The hotel shall arrange 3 each “L-shaped” tables, 4 each tables, 1 each waste basket, clean buntings (not used since cleaning), access to a power source. The registration area must be located within unobstructed, visual sight of the hotel front desk. 1.7. Command Post. A command post shall be set up by Sunday, 14 November 2004, at 12:00 Noon, through Friday, 19 November 2004, at 12:00 Noon. The hotel shall set up the command post area as described to include AV support: not less than 2 full-size tables; not less than 4 each chairs; a coffee station in the room on a smaller table; one each – multi-level easel shall be provided (ref. SOW 1.9.2). 1.7.1. The following AV support shall be provided by the hotel and set up in the command post: 2 each – DSL/Cable Internet access points, 2 each – laptop or desktop computers (Pentium4 with Microsoft Office to include Word, Excel, PowerPoint, Outlook and Explorer), 1 each – color printer with duplex capability, 2 each – telephone line with 2 telephones, 1 each – fax line and 1 fax machine. Both of these computers must be networked to the printer. 1.8. Work Room. A work room shall be set up by Sunday, 14 November 2004, at 12:00 Noon, through Friday, 19 November 2004, at 12:00 Noon. The hotel shall set up the work room as described to include AV support: 4 each - tables along back wall, 4 each - tables along front wall, 1 each – separate table on perpendicular wall, clean buntings (not used since cleaning), 14 each – chairs. 1.8.1. The following AV support shall be provided by the hotel and set up in the work room: 10 each – DSL/Cable Internet access points, 10 each – desktop or laptop computers (Pentium4 with Microsoft Office to include Word, Excel, PowerPoint, Outlook and Explorer), 1 each – black & white printer, 1 each – telephone line with 1 telephone.A minimum of the computers must be networked to the printer.. 1.9. Main Conference Room. The hotel shall have a main conference room set up no later than Saturday, 13 November 2004, at 6:00PM. The conference room shall be available for use all day Sunday through Thursday, 14 through 18 November 2004. 1.9.1. The following AV support shall in included in the main conference room: 2 each – 1800 lumen LCD projectors, 2 each – 6’ x 8’ screens, 2 each – speakers mounted on poles, 4 each UHF wireless microphones (2 lavaliere and 2 hand held), 1 each – podium microphone, 1 each – 27” VGA monitor (screen facing the briefer). 1.10. Breakouts. The hotel shall set up classroom seating for 180 conference attendees in appropriate unit arrangements (4 distinct groups of 40 seats each, plus 10 seats front and centrally located) each morning, Sunday through Thursday, 14 through 18 November 2004. The main conference room may be used to support breakouts if air walls are available to open/close in order to create four separate rooms. One each multi-level easel shall be included in each of the four separate rooms (ref. SOW 1.9.2). 1.10.1. The following AV support shall be included in each of the 4 breakout rooms: 1 each – 1800 lumen LCD projector, and 1 each – 6’ x 8’ screen. 1.10.2. The hotel shall provide 5 each multi-level easels – 1 for each of the 4 breakout rooms and 1 for the Command Post. 1.11. Standard meeting sets. The hotel shall provide 1 standard meeting set (pens and paper) for each of the 180 conference attendees. 1.12. Podium. The hotel shall provide a standing podium on a riser with an additional rise connected. Two (2) additional risers for the projection screens shall also be provided. 1.13. Water. The hotel shall provide water rounds at the aisles. 2.0 Available Services 2.1. Internet Link. The hotel shall provide an Internet link to HQ AFROTC no later than 8 October 2004 for attendees to register on-line that can be posted on the HQ AFROTC website. 2.1.1. The hotel staff shall provide HQ AFROTC/DOT with an updated registration listing at the following intervals: 30 days, 15 days, and daily the 7 days leading up to the first day of the conference. 2.1.1.2. On 14 November 2004, a listing of all conference attendees that have checked in at the top of the hour starting at 1200 Noon until all attendees have checked in and been assigned room numbers. 2.2. Restaurant. The hotel shall have a minimum of one on-site restaurant that serves at least three (3) meals (breakfast, lunch and dinner) daily. 2.3. Fitness facility. The hotel shall have an on-site fitness facility. The fitness facility shall be free with 24-hour access for the 180 conference attendees. The fitness facility shall have minimum of 7 pieces of cardio equipment. 2.4. Shuttle service. The hotel shall be within a 10-mile radius of the Hartsfield-Jackson International Airport, Atlanta, Georgia, and provide free shuttle service from and to the airport for all conference attendees until all have arrived and/or departed. 2.5. Calls. The hotel shall provide free local calls for all conference attendees. 2.6. Parking. The hotel shall reserve a minimum of 15 free parking spaces from 14 through 19 November 2004 for conference attendees. 3.0. Personal Charges 3.1. HQ AFROTC will pay for rooms (to include late check out fees), break snacks, and AV support. However, incidental room charges for (including, but not limited to) room service, long-distance/Internet charges, movies, etc. will be charged to the individual member. Each member is responsible for pre-arranging with the hotel, payment for incidental charges – if the individual provides a personal credit card. 4.0. Selection Criteria 4.1. The Government will evaluate proposals based on price and technical acceptability. In determining the best value offer, the government will consider the following: the number and variety of on-site food & beverage options (restaurants, sports bars, room service, etc.), quality and extend of fitness facility (cardiovascular equipment, weight equipment, pool, sauna, etc.), layout and spaciousness of the facility (ease of layout, size of hallways, acoustics in ballroom, etc.), and number of elevators available to attendees to facilitate personal needs. 5.0. Offer submission. 5.1. The offeror shall submit firm-fixed pricing for all line items listed on the attached price schedule in accordance with appropriate Statement of Work (SOW) paragraphs. 5.2. On-site Representative. The offeror shall provide name, title, and contact information for an on-site representative to directly engage and/or respond to on-site issues real-time. This individual must be employed by the offeror and must be readily available the during all conference activities. 5.3. The offer shall address Statement of Work paragraphs 2.2 through 2.6 and 5.2 with a detailed explanation of conformance to the SOW (without repeating exact verbiage from the SOW).
