Description
As a followup on work already completed in rescuing rainfall and discharge information for several stations in the Rio Lempa basin (covering Guatemala, Honduras, and El Salvador), the contractor will develop a procedure to identify what hardcopy meteorological and hydrological data are available and most important for successful forecasting in the Central American Isthmus. The contractor will also establish a priority list of information to be digitized into a standard format suitable for initializing meteorological and hydrological computer models. In addition, the contractor will train data rescue personnel, who must be fluid in Spanish, in techniques to efficiently rescue and process meteorological and hydrologucal data, including extracting information from strip charts. The contractor will digitize, into a suitable format, the available meteorological and hydrological data and transfer that data onto CDs for use nationally, regionally, and internationally, along with developing procedures whereby similar meteorlogical and hydrological data will be digitized in the future on a routine basis. The following knowledge is required: Long-term experience in dealing with the the National Meteorological Services of Guatemala, Honduras, El Salvador, and Nicaragua. Knowledge and experience in rescuing meteorological and hydrological data, including organizing hardcopy data and using necessary software to digitize data coming from several different observing systems. Fluency in Spanish and experience with working with data rescue personnel from Central American countries, and knowledge of archiving and using historical meteorlogical and hydrological data, including suitable formats for archival and retrieval. NOAA intends to negotiate on a sole source basis for the Data Rescue Project for Central American Isthmus with the Comite Regional de Recursos Hidraulicos. The period of performance for these services are for one year and this acquisition will be accomplished in accordance with FAR Subpart 12, Acquisition of Commercial Items. All interested and responsible parties must provide capability documentation to be reviewed by the NOAA technical team no later than close of business, November 5, 2004.
