Description
This is a Pre-Solicitation Notice: The Department of Navy (DON) intends to issue a Request for Proposals (RFP) for the Repair/Painting of VLF Towers (Phase III) at the Naval Computer and Telecommunications Master Station Atlantic Detachment Cutler, at Cutler, ME. Proposals will be evaluated on the basis of the following evaluation factors: Price and Technical factors, which include, 1) Relevant Past Performance including Technical Experience with Environmental Controls , 2) Safety Record, and 3) Commitment to Small Business Concerns. The work includes the water jetting removal, monitoring, containment, and disposal of lead and PCB containing paint, from approximately 18 existing towers and counterweight towers, which range from approximately 200 to 900 feet tall; the provision of paint coatings, grating, bolts, miscellaneous structural repairs, railings, toe boards, controls, conduit and wire for approximately 18 existing towers and counterweight towers which range from approximately 200 to 900 feet tall, repairs to hoist houses and ice shields on helix house structures, and incidental related work. The fixed price initial award base period of the Task Order contract is for one year and is estimated at between $1.0 million and $5.0 million dollars. At the option of the Government, there may be four additional years added to the base year which include indefinite quantity line items estimated to exceed $ 1 million dollars each year. This task order contract may span a total of five years. The estimated contract award date for the base period is December 24, 2004. The North American Industry Classification System, NAICS, Code of 237130, and the small business size standard is $28.5 million are applicable to this contract. This solicitation will be issued as unrestricted. The acquisition is being conducted using full and open competition (unrestricted) and is therefore subject to Federal Acquisition Regulation clause 52.219-4, ?Notice of Price Evaluation Preference for Hubzone Small Business Concerns?. A bid guarantee will be required to be submitted. In accordance with FAR 5.102(d), availability of the solicitation will be limited to the electronic medium (ESOL). Plans and Specifications will NOT be directly provided in a paper hard copy format or CD ROM. The address for downloading this solicitation from the Internet is: www.esol.navfac.navy.mil. Downloading from the Internet is free of charge. All prospective offerors should register on the NAVFAC Electronic Solicitation Internet website (www.esol.navfac.navy.mil). You must first create an account. You may view the site without an account, but you will not be able to register for a solicitation unless you have an account. Once registered, when the Request for Proposals package becomes available, you will receive an e-mail informing you that the RFP package is available for downloading. An official Planholders list will be maintained on-line and can be printed from the web site. Planholders lists will not be faxed and will only be available from the web site. Notification of any changes to this solicitation (Amendments) shall be made only on the Internet. It is therefore the contractor?s responsibility to check the Internet site daily for any posted changes to the solicitations plans and specifications. A site visit at the Station in Cutler, ME will be held approximately 1 week after issuance of RFP and pre-proposal conference at EFA NE in Lester, PA will be held approximately two weeks after issuance of the RFP.
