Description
The Federal Bureau of Prisons (BOP) intends to make a single contract award to a responsible entity for the provision of Comprehensive Hospital Services. These services will include but are not limited to inpatient hospital facility services and various physician services (outpatient and inpatient) for the Federal Prison Camp located in Duluth, Minnesota (hereinafter referred to as FPC Duluth). The provision of hospital inpatient services shall be accomplished using facilities within a 35-mile radius of FPC Duluth. FPC Duluth is located near the intersections of Highway 53 and Stebner Road, Duluth, Minnesota 55814. FPC Duluth is Officially designated as a MINIMUM SECURITY LEVEL Institution. FPC Duluth is an all male institution. The proposed contract will satisfy medical needs that arise which cannot be provided internally by FPC Duluth medical staff as well as ambulatory clinic, referrals made to community-based providers. Also, the contract will require various physician services to be performed on-site at FPC Duluth and at local clinics and/or offices. The following professional services are to be provided under the resulting contract and are categorized into the following areas: Inpatient Facility Services, Outpatient Facility Services, Inpatient Physician Services, Outpatient Physician Services and Outpatient Institution Services. Outpatient Institution Services will include provisions for a radiology technician, psychiatrist, dietician and Laboratory Technician Services. FPC Duluth estimates the following, based on past requirements. Inpatient Facility Services average estimated annually at $120,000.00 or $732,612.00 for the total contact of five years. Outpatient Facility Services are estimated annually at $50,000.00 or $305,255.00 for the total contract of five years. The Inpatient Physician Services are annually estimated at $30,000.00 or $183,153.00 for the total contract of five years. FPC Duluth estimates Outpatient Physician Services estimated an annual rate of $30,000.00 or $183,153.00 for the total contract of five years. Outpatient Institution Services are estimated annually at $14,480.00 or $87,905.00 for the total contract of five years. The applicable North American Industry Classification System (NAICS) code is 622110. This NAICS code size standard is $29.0 million in annual revenues. The BOP intends to award an Indefinite-Delivery, Requirements Type Contract with a 12-month base period and four, twelve month option periods. The Base period year will be from date of award through 9/30/03; Option Year #1, 10/1/03 through 9/30/04; Option #2, 10/1/04 through 9/30/05; Option Year #3, 10/1/05 through 9/30/06; Option Year 4, 10/1/06 through 9/30/07. The procedures for award of the contract will be competitive negotiated procedures by use of a written solicitation or Request for Proposal under test procedures. Delivery orders will obligate funds for the contract. The Government retains unilateral rights to exercise its option to renew each option period of one contract year. As such, there is no guarantee that the contract will continue beyond each one year period. This action is advertised as full and open competition. This solicitation will be available to interested parties on or after 4/12/02 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including amendments, will also be distributed solely through this site. The anticipated award date is on or about 5/10/02.
