- This is a combined synopsis and solicitation for the following commercial items: Mass transporation bus Service. Contractor provides mass transport service on Vandenberg AFB to move the general public to and from designated areas to the flightline for an Airshow. Large capacity passenger bus (44 passengers or greater) desired for a total of 35 with 4 handicap accessible. The government reserves right to establish and change bus schedules and to make increases in the number and type of busses required. Vendor delivers busses with drivers no later than 0600 hours, 30 Oct 2004, and return vehicles upon release by the designated Vehicle Management Flight representative on the last day of event 31 Oc 2004. Recommended pre-position vehicles at the Vehicle Operations compound, 29 Oct 04. Vehicles will be inspected upon delivery and all discrepancies noted. All drivers must have a minimum of 2 years of verifiable experience in chartered transport and comply with all applicable legal requirements. Contractor wil comply with all applicable laws and legal requirements governing the operation of charter vehicles. Buses determineed to be unsafe or unsatisfactory, contractor will provide replacement to ensure schedules are met, at no additional cost to the government. Contractor provides plan to show ability to replace in event of unsafe or unsatisfactory conditions. All maitenance and repairs on busses are the sole responsibility of the contractor and will be performed off base. Contractor performs daily safety and maintenance checks and ensure clean and sanitary conditions by sweeping entire floor and removing trash daily. All vehicles will be clean interior and exterior and free of smell of smoke. Surfaces should be free of dents and scratches nor require body repair. Contractor will obtain quick repair service within 25 miles of Vandenberg AFB, to facilitate minor repairs such as light bulbs, belts, tire repair, etc. Contractor will not require the government to defray any expenses for these services. In event of accident or major repairs, time spent to wait for replacement vehicle or completed repairs will be deducted from the the total time the Contractor charges for the vehicle. Contractor is responsible for all vehicle fluids including fuel and oil. Contractor will procure at own expense all necessary licenses and permits necessary to conform to all lalws, regulations, and ordinances applicable to the performance of this contract. This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote F5LRSV42520300. Submit written offers, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 and DFARS Change Notice 20040625. North American Industrial Classification Standard 485510, Size Standard, $6,000,000, applies to this procurement. Quotes will be evaluated on price related factors only. Questions from Vendors. 30 CONS questions on Mass Transportation for Vandenberg Air Force Base, 30-31 October 2004 What is the mileage per day for each bus? The bus route is approximately 10 to 14 miles circuit. All the buses are expected to drive this circuit during the operating hours of the airshow, roughly 10 hours each day. What are the breaks for the drivers? The buses are required to keep running all day. However, during lunchtime, buses can stagger their activities for feeding but no less than 75% of the buses are expected to continue running. What are the services available to the drivers? The is a Burger King on base. Additionally, food concessions will operate during the airshow. There is also a small food court near the Base Exchange and bowling alley. What constitute Major Repairs? Anything that requires more than an hour to service. In case of major repairs, contractors are expected to tow vehicle off base as no major repairs can be done on installation. Buses experiencing major failure are expected to be replaced. What constitute Minor Repairs? Anything that can be performed under an hour such as light bulbs or low oil. Proof of driver qualification? Drivers are expected to be certified by the contractor to meet the requirements specified in the Statement of Work. The two-year experience can be demonstrated with a letter or proof of employment verified by the employer. Copies of state licenses to include current driver?s license, health certificate, and bus certification are required. Contractor is required to provide certifications prior to contract award via fax. When will inspections be done? Inspections are required before the Airshow. We anticipate on having the inspection on the 29th of October.
