Description
The U. S. Coast Guard is considering whether or not to set-aside an acquisition for Historically Underutilized Business Zone (HUBZone) concerns only. If set-aside, this will be a negotiated Best Value procurement. The estimated magnitude of this construction project is between $1,000,000 and $5,000,000. The applicable North American Industry Classification System (NAICS) code is 237990 and the small business size standard is $28.5 Million. This acquisition (entitled Homeport 240? GLIB) is to provide all services, materials, and equipment necessary to Upgrade the Existing Waterfront and Shore Facilities at the USCGC Mackinaw Moorings, Cheboygan, Michigan. The work includes demolition of existing 19-pile dolphins and installation of new 19-pile dolphins; provide rip rap shore protection; exterior utilities consisting of electrical (transformers, switchgear, duct bank, 450V & 1200A shoreties), natural gas, water, sanitary, and communications; 1,315 SF building addition with CMU and brick veneer exterior walls, interior partitions, and HVAC system; 50 ton bollards supported on steel H piles; wharf extension with concrete filled pipe piles, steel support system and reinforced concrete deck; floating pier with two guide piles; fendering system; dredging; concrete buoy yard; prefabricated garage; dockside tug services for USCGC MACKINAW with 24-hour response time; phased construction with time critical interim completion dates; and critical overall project completion date to accommodate arrival of new vessel in October 2005. At the present time, the acquisition is expected to be issued under full and open competition procedures.
