- Seeking sources for Space Vehicle Operations (VO) support services. This prospective solicitation will be the follow-on contract to the Engineering, Development, and Sustainment (EDS) contract. The current EDS contract ends 31 March 2006 and the incumbent is Lockheed Martin Integrated Systems and Solutions. This follow-on effort includes a tentative 3-month transition period. The purpose of this announcement is to determine whether to set aside this solicitation for small business. The NAICS code is 541710 and the Size Standard is $4M. All potential sources are encouraged to submit a Statement Of Capabilities (SOC), but only small businesses interested as the prime contractor will be evaluated. Foreign firms are advised to contact the contracting officer prior to submission. In the SOC, which should not contain more than 30 pages (8.5"x11"), describe your ability to provide the following integrated services: (1) Describe the core capabilities of your company that apply to this proposed solicitation; (2) Describe your experience working with multiple ground system networks; (3) Describe your ability to manage resources (personnel and materiel) in response to frequent changes in cost and schedule; (4) Describe your experience as a Prime contractor on a similar contract; (5) Describe your experience with sub-contract management; (6) Describe your process for developing realistic cost estimates; (7) Describe your ability to work in a classified environment and obtain security clearances at various levels; (8) Describe the kinds of launch and space operations research/feasibility analyses you have conducted, especially with regard to ground and antenna systems; (9) Describe your role in the creation and execution of developmental and operational test plans; (10) Describe your experience and the role you have played in the analysis and management of software and hardware requirements; (11) Describe the software development and system integration processes that you used; (12) Describe the types and complexity of real-time and near real-time systems that you have designed using COTS components; (13) Describe the types and complexity of real-time and near real-time systems that you have integrated using COTS components; (14) Describe your sustainment experience with ground system hardware and software; (15) Describe the types and complexity of antenna systems that you have designed using COTS components; (16) Describe the types and complexity of antenna systems that you have integrated using COTS components; (17) Describe your sustainment experience with antenna system hardware and software; (18) Describe your experience fielding and operating deployable systems; (19) Describe your experience operating fixed antenna systems, and the types of operations supported. Three hard copies and one softcopy (PDF or MS Word, font size no less than 10) of the SOCs shall be submitted to the Contracting Officer at: SMC Det 12/PKV, 3548 Aberdeen Ave. S.E., Kirtland AFB, New Mexico 87117-5778. Potential Offerors should consider the following information: (1) The Draft Statement of Work for this solicitation can be found at http://www.te.plk.af.mil/contracts/EDS2006/EDS2006.html through the "RFP" link; (2) Draft documents will be made available on this site as they are developed and updated; (3) The support efforts will occur at, but not solely at, Kirtland Air Force Base (AFB) NM, Schriever AFB CO, Camp Parks Communications Annex (CPCA) Dublin, CA, and at deployed locations worldwide. Descriptive information about these locations can be found at http://www.te.plk.af.mil; (4) All personnel working in the operations complexes must have at least a final DoD Secret clearance and must be able to obtain a DoD Top Secret clearance; (5) The contractor will work with the Government and other contractors in a team environment. The contractor will work with a diverse community of mission stakeholders (payloaders, bus manufacturers), contractors, Government agencies, and foreign entities; (6) The contractor will work with other contractors' proprietary data and will require appropriate agreements or clauses (i.e. Organizational Conflict of Interest clause); (7) The contractor should anticipate working a cost reimbursable contract with multiple customers and fund cites; (8) The contractor may conduct operations 24 hours per day/7 days a week; (9)The contractor will create and maintain operations procedures; (10) The contractor will implement and administer a technical training program to ensure personnel are qualified to work assigned missions; (11) The contractor will react to dynamic changes in fiscal constraints and mission requirements. The contractor will adjust timelines to meet dynamic mission needs.
