- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offerors are encouraged to propose their best solution for this requirement. This requirement is a 100% set-aside for small business under NAICS 541611. This is a Best Value procurement ; the government reserves the right to award to the other than the low offeror submitting a technically superior quote. The period of performance for this effort is from 10/25/2004 to 09/30/2005 with the primary place of performance as The Pentagon. Th e solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 effective 19 July 2004. It is the intent of the Government to procure the services described below on a Firm Fixed Price basis with associated travel estimated to be $5,125. The purpose of this requirement is to acquire experienced analytical and studies management support for J-8, SAMD. Objective: To support the Deputy Director for Force Management, J-8 by: - Providing expert ise to define strategy and process details for Joint Staff participation in major Departmental reviews, especially with respect to the Analytic Agenda; - Providing the capability to conduct responsive, in-depth research on major issues, processes, equities and past analytical efforts of the Department; - Providing expertise to integrate joint studies and analysis with existing Departmental processes and mechanisms; - Providing operations research expertise for assessing the utility of the means employed and results of an analytic effort; - Providing the capability to conduct responsive, in-depth analysis on major issues, processes, equities and past analytical efforts of the Department; - Providing decision support to the Directorate leadership; - Providing expertise to integrate new analytical tools and methodologies with joint studies and analyses that support existing Departmental processes and mechanisms; - Providing support to the Chief, Studies and Analysis Management Division J-8, other Joint Staff Dir ectorates and other government organizations. Tasks: Task 1-Develop Strategies and Analysis Campaign Plans for J-8. The contractor shall develop strategies and analysis campaign plans to support J-8 by integrating major study and assessment efforts in su pport of major Departmental activities (SPG, Program Review, QDR). The contractor shall ensure proposed strategies and plans are synchronized with existing departmental processes such as the Planning Programming and Budgeting Execution (PPBE), Joint Requir ements Oversight Council (JROC) and Joint Strategic Planning System (JSPS). The contractor shall summarize findings and develop recommendations suitable for presentation to executive decision-makers in briefing format. Task 2-Analytic Agenda Development an d Execution. The Analytic Agenda is a department-wide agreement and plan to make major joint analysis efforts more effective, efficient, relevant, and responsive. Contractor shall develop a plan to support execution of the Analytic Agenda. The plan should time outputs to the decision milestones, assign responsibilities, integrate requirements, and foster collaboration among stakeholders. During execution, the con tractor shall provide support in developing and coordinating Defense Planning Scenarios; support developing, coordinating, and integrating Multiservice Force Deployment Documents (MSFDs); and provide support packaging analytic baselines. Contractor shall d eliver a report, in briefing format, NLT 30 September 2005, which presents the plan for the development of an Analytic Agenda. Task 3-Conduct Literature Searches to Define Issue Areas. For up to a maximum of 20 general issue areas identified by the Govern ment, the contractor shall conduct literature searches to identify process and mechanism trends in the national defense debate that affect J-8's role advising the CJCS on Title 10 resource and force requirement responsibilities. Not later than 10 days foll owing Government identification of general issue area, the contractor shall define relevant political, military, and other international security factors. The contractor shall summarize findings and develop recommendations suitable for presentation to exec utive decision-makers in briefing format. Task 4-Conduct Research to Scope Studies and Analysis Requirements. For up to a maximum of 20 specific assessment topics identified by the Government, the contractor shall conduct in-depth research to: formulate a concise definition of the problem and objectives; identify stakeholders and their equities; synthesize the results of past study and analysis efforts; develop detailed plans; and recommend appropriate courses of action. The contractor shall contact and gat her information from appropriate subject matter experts in the Office of the Secretary of Defense (OSD), Joint Staff, Combatant Commands, and Services. Not later than 10 days following Government identification of general issue area or specific assessment, the contractor shall summarize findings and develop recommendations suitable for presentation to executive decision-makers in briefing format. Task 5-Conduct Analysis and Assessments in Support of J-8, FM FCB. The contractor shall analyze and assess major departmental issues involving force management. Frequently complex in nature, with significant resources, programs, and equities, such activities demand specialized tools. Contractor shall apply operations research techniques and systems analysis methods to force management that optimizes limited analytical resources. Integration across analytic efforts is also important during the performance of this task, so that crosscutting issues can be developed, synergies achieved, and products leveraged. Contractor shall structure analytic efforts into a comprehensive decision support plan for the FCB that is both useable and robust. The contractor shall provide completed analyses by assigned suspense dates. Task 6-Develop New Analytical Tools and Techniques. The contractor shall support the development of new Joint Staff analytical capabilities. The contractor shall perform research to determine Joint Staff/Combatant Command analytical requirements, capabilities, and deficiencies. Based on these analytical capabil ities and deficiencies, the contractor shall support J-8 in performing assessments of new tools, methodologies, and relevant enabling technologies that would satisfy these analytical deficiencies and enhance current capabilities. The contractor shall summa rize findings and make recommendations on the most appropriate tools/methods/emerging technologies, to include implementation options. Task 7-Research Analytical Requirements, Tools, and Methodologies. Given a general issue area or specific assessment top ic identified by the Government, the contractor shall conduct in-depth research in order to recommend appropriate analytical tools or methodologies to generate insights/solutions. The contractor shall ensure that the recommended tools and methodologies are appropriate to the problem and objectives as well as the stakeholders and their equities. The contractor shall contact and gather information from the appropri ate subject matter experts in the Office of the Secretary of Defense (OSD), Joint Staff, Combatant Commands, and Services. The contractor shall summarize findings and develop recommendations suitable for presentation to executive decision-makers in either briefing or point paper format. Task 8-Administrative Support. The Contractor shall: 1-Status Tracking Monitor and track the status of studies based on their timelines, milestones and progress reports. 2-Reporting Requirements: Prepare reports, study summaries, formal briefings, and supporting graphic material in written or oral form that effectively commun icate complex matters in an easily understood format. All documentation shall be provided in hard copy and electronic format and shall be rendered in the current Joint Staff version of Microsoft Office applications. 3-Meeting Support Provide support organ izing technical interchanges and support discussions, preparing meeting minutes and after-action reports, coordinating and integrating study results with other organizations, and distributing materials. This includes offsite government-sponsored conference s and seminars. 4-Task Management Reporting: The contractor shall provide monthly status reports (NLT 5th working day of each month), which highlight resource expenditures to date and in-place resource and management controls employed to meet the cost, pe rformance and schedule requirements throughout task order execution. 5-Scheduling Support: The contractor shall provide support scheduling issues for the FM FCB. This includes monitoring JCIDS documents and milestones. Special Requirements: Security Le vel - Contractor employees in support of this contract are required to access classified nformation in the performance of their assigned tasks. Accordingly, all contractor employees shall possess a TOP SECRET clearance based on a current background or spec ial background investigation (SBI). Building/Computer Access: Contractor employees in support of this contract require access to the Pentagon and the Joint Staff Classified and Unclassified Computer Networks. Place of Performance/Travel: Work shall be per formed primarily on-site at the Pentagon. Occasional off-site participation for temporary duties (TDY), attendance at conferences, participation in wargames and exercises, etc. may be required. Government Furnished Property/Material: Government will fur nish all materials necessary to execute the tasks contained in this Statement of Work. Required deliverables are listed by paragraph as follows: 1- Briefing describing strategies and analysis campaign plans. - NLT 10 working days following Government request to summarize current analysis strategies and campaign plans for the major departmen t processes. 2 - Briefing - Briefing outlining the Analytic Agenda development and execution plan - due 09/30/2005. 3 - Briefing summarizing results of literature searches. - NLT 10 working days following Government identification of the general issue a rea to be researched. 4 - Research and decisional meeting briefings. - Research and decisional meeting briefings - NLT 10 working days after issue ID. 5 - Completed analysis or assessment. - Completed analysis or assessment in the appropriate Joint Staff Study format. Presented in briefing, written report and/or white paper format - As directed. 6 - Analytical tool briefings. - Briefing and point papers that assess new analytical tools/methodologies/emerging technologies. 20 workdays following Government identification of the tool or methodology to be assessed. 7 - Scoping research briefings - Briefings and papers summarizing research to scope analytical requirements, tools and methodologies. 20 workdays following Government identification of a general i ssue area or specific assessment topic. 1,2,3,4,5, 8 - Monthly Status Reports - NLT 5th working day of each month. The Go/No Go evaluation criteria is that prospective contractor personnel must possess an active Top Se cret security clearance. The following evaluation factors (listed in descending order of importance) were determined to be necessary in evaluating proposals in response to the requirements identified in the Statement of Work. 1) Prior Experience: Contr actor shall have experience in the following areas: defense and/or joint-level policy analysis and issue identification (e.g., activities supporting the 2001 Quadrennial Defense Review); joint warfighting analysis and operational planning; and, analytic to ol and methodology development. Familiarity with Joint Staff actions processing system is highly desirable. 2) Management Approach: The contractor shall demonstrate an ability to execute all tasks within the specified timeframe. Contractor must describe how it intends to oversee tasks to ensure a quality deliverable. 3) Past Performance: Contractor shall provide a list and summary of all related contracts performed in the past 3 years, with customer points of contact and phone numbers. Contractor must show a proven track record of on-time delivery of conforming services and deliverables. Evidence of contractors practice of good business relations and commitment to customer satisfaction shall also be considered. Price will be an important factor in det ermining the overall value of the proposal. Price will not be as important a factor as Prior Experience, Management Approach, and Past Performance. Price will not receive a rating. When evaluating price proposals a determination will be made as to the O fferors cost/price reasonableness, completeness and realism. Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representatio ns and Certifications -- Commercial Items, with your offer. Historically, the requirement has been performed with approximately two mid/senior level persons. However, this data is not binding, nor intended to guide the vendor towards a desired acceptable solution to meet the requirement. The Technical/Management proposal is limited to 15 pages excluding the cover page, table of contents, and resumes. The pricing volume shall include detail pricing by company labor category, travel, and total price. Provide sufficient price realism supporting data; for example, competitive awards (3 4) for the same/similar work effort; only citing your GSA schedule rates is insufficient.
