Description
SUBJECT: Firm Fixed Price (FFP) Contract for Design/Construction of military facilities at various locations in Israel for a group of projects called SOOFA 3. The proposed facilities construction will be administered under Foreign Military Sales (F MS), and United States procurement laws and regulations. Contract will be awarded and paid in U.S. dollar. This procurement is restricted to United States firms only. If a single offeror does not have in-house design and construction capabilities, US-on ly joint ventures will be acceptable. Contractors may bring into Israel, nationals of the United States and third countries having diplomatic relations with Israel for the purpose of accomplishing the work. This procurement is subject to the requirements of FMS and the U.S. Balance of Payments Program set out in FAR Subpart 25.3 and DFARS Part 225. In addition to the FAR and DFARS limitations, use of Israeli content is limited to bulk materials such as sand, gravel or other soil material, stone cement, o r contract masonry units, as well as other excepted items specifically approved by the Contracting Officer and specified in the solicitation. At least 51% of the contract value, exclusive of bulk material and Israeli design certification services must rep resent U.S. content. The anticipated performance period may or may not be staggered and is stated behind each project title. The estimated cost of the project is more than $10,000,000. Responses are desired from firms who can demonstrate recent experien ce and excellent past performance in design/construction of similar facilities, but expressions of interests will be accepted from all interested parties. The qualifications of both the design and construction firm will be evaluated. The offeror will als o have to demonstrate scheduling capability, proposed schedule for this procurements and submit a management plan. Solicitations will be issued on or about 1 November 2004. The solicitation, including concept project plans and specifications, will be issued free of charge in electronic bid set format (CD ROM) and limited to one (1) set per offeror. A pre-proposal / site visit will be planned on or around 18-19 November 2004. Specific dates and other information regarding the pre-proposal conference/site visit will be contained in the solicitation documents. A firms physical address for express mail delivery, telephone number, facsimile number, e-mail address and an English speaking point of contact should be provided to facilitate mailing of the electronic bid set to interested firms. SOOFA 3 projects  Squadron Complex at Hazerim AB (Period of Performance  14 months) The project consists of several new buildings: Squadron office building - 750 sq.m Operations building (protected structure) - 452 sq.m Technical office building - 440 sq.m Equipment shed - 240 sq.m Sheltered sleeping quarters - 135 sq.m Transformation station The work includes: earthwork, foundations, concrete and masonry work, waterproofing, joinery, metal works, blast-doors, various finishing works, furniture, sanitation installations, drainage works, electricity, A/C, communications, fire detection and exti nguishing systems, landscaping and paving. Aircraft Shelters (2) at Hazerim AB (Period of Performance  5 months) Upgrade of existing 6-aircraft shelters, including: aircraft service systems, renovation of technical/office/living areas and two new ammunition storage facilities. The work includes : Demolition, concrete and masonry work, various finishing works, furniture, sanitation installations, drainage works, electricity, A/C, communications, fuel systems, compressed air systems, cranes, aircraft run-up facility. Power Station #6 at Hazerim AB (Period of Performance  12 months) This work includes upgrade of an existing Power Station . It includes new Generators, transformers, switchgear, high and medium voltage cable installation, and other associated electrical, mechanical and minor general construction work. Power Station at Mashabim AB (Period of Performance  7 months) This work includes execution of civil, structural, and electromechanical installations in an existing power station. Included are earthwork, foundations, reinforced concrete structure, waterproofing, joinery and metal work, finish work, electrical work, A/ C, Communications, Fire detection and Fire extinguishing systems. Options will include two additional aircraft shelters at Hazerim and four fencing projects at various bases.
