- 1. CONTRACT INFORMATION: Architect-Engineer services are required for a Firm Fixed Price contract for site investigation, planning, programming, survey and geotechnical report, engineering studies (including vehicular traffic), space planning, interi or design, schematic design, charrette, concept design, preliminary design, final design, parametric and construction cost estimating, construction phasing, and other engineering services and construction phase services for the subject project. Constructio n phase services may include preparation of operation and maintenance manuals, shop drawing and construction submittal reviews, site visits, and technical assistance. Services may include commissioning design and support, design of tenant improvements and support services, startup services, and assistance. This announcement is open to all businesses regardless of size. Selection of the short-listed firms for further evaluation is anticipated in December 2004. Final AE selection and award of contract in Janu ary 2005. If a large business is selected, a subcontracting plan with the final fee proposal will be required, consistent with Section 806 (b) of PL 100-180, 95-907, and 99-661. A minimum of 45% of any subcontracting dollars shall be placed with small busi ness (SB) concerns. At least 20% of total planned subcontracting dollars shall be placed with Small Disadvantaged Businesses (SDB) to include Historically Black College and University or Minority Institutions, 10% with Women-Owned Small Businesses (WOSB), 3% to HUB Zone small business firms (HubSB), 3% with Veteran-Owned Small Businesses (VOSB), and 3% with Small Disadvantaged Veteran-Owned Small Business (SDVOSB). Baltimore District encourages all small businesses to participate as prime and should consid er teaming with other small businesses. The North American Industry Classification Code (NAICS) is 541330 which has a size standard of $4,000,000 in average annual receipts over the past 3 fiscal year. It is imperative that all small disadvantaged business es contact their Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, neither a prime contractor nor a federal agency can receive credit when utilizing non-certified SDB contractors/subc ontractors. Award of contract to the subsequently selected firm is anticipated in January 2005. The subcontracting plan is not required with this submittal. 2. PROJECT INFORMATION: This project will be for the design of a new 419,233 gross square foot facility at Fort Meade. The project will include sensitive compartmented information facility (SCIF) areas, special secured areas, administrative offices, prac tical exercise room, polygraph suites, document destruction room, consolidated arms and nuclear, biological, chemical (NBC) rooms, storage space, classrooms, network operations center, sound-proof rooms, remote mail screening facility, guard stations, haza rdous material storage, cafeteria and physical fitness areas and backup generator. Supporting facilities include utilities; electric service, upgrading of access roads, walks, storm drainage, parking, fencing, gates and site improvements. Other features are intrusion detection systems, fire protection and alarm systems, and connection to the post energy monitoring and control system. Heating and air conditioning will be provided by a central heating and cooling plant. All required antiterrorism and for ce protection (AT/FP) measures will be provided and may include structural hardening. Demolition of other existing buildings on the installation may be part of this project and demolition will include disposal of asbestos and lead paint. The projects will include use of Sustainable Project Rating Tool (SPiRiT). SPiRiT is a modified version of the U.S. Green Building Council LEED Green Building Rating System. A SpiRiT rating of Gold is required for this project. The construction cost estimates will be p repared using the US Army Corps of Engineers' Computer Aided Cost Estimating System (M-CACES) (software provided by Government). Access for the handicapped will be provided. Comprehensive interior design services are required. Specifications will be produc ed in SPECSINTACT using Unified Facilities Guide Specifications (UFGS). Design review comments and their responses will be performed on US Army Corps of Engineers Review Management System ProjNet/Dr-Checks. The estimated construction cost of this project i s between 100 and 150 million dollars. 3. SELECTION CRITERIA: See note 24 for general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria a through e are primary. Criteria f and g are s econdary and will only be used as tiebreakers between technically equal firms. a. Specialized experience and technical competence of the firm and consultants in: (1) Experience in the design of sensitive compartmented information facilities. (2) Experienc e in the design of innovative and architecturally complex facilities with a requirement for highly reliable, redundant utility systems of a size equivalent to this facility. (3) Experience with the design and integration of extensive, robust, internal comm unication networks into building systems architecture. (4) Experience in the design of facilities with highly complex and innovative audio-visual and graphic display and other sensory components integrated to support intelligence mission execution. (5) Fam iliarity with Department of Defense anti-terrorism/force protection (AT/FP) design criteria and construction standards. (6) Experience with Life Safety and fire protection design of computer facilities. (7) Sustainable design using an integrated design app roach and emphasizing environmental stewardship, with experience in energy efficiency, use of recovered materials; waste reduction; reduction or elimination of toxic and harmful substances in facilities construction and operation; efficiency in resource an d materials utilization; development of healthy, safe and productive work environments, and employing the SPiRiT/LEED evaluation and certification methods. (8) Knowledge of the locality of the project including geologic features, environmental conditions, climatic conditions, local construction methods, and obtaining permits. b. Key disciplines that are required to be registered and licensed are: project management, SCIF facility planning, architecture, landscape architecture, mechanical, electrical, fire protection, structural, civil, transportation, environmental, communications engineering, cost estimating, industrial hygiene, and land surveyor. Other key disciplines that shall be presented are: interior designer, audio visual, acoustical, lighting, secu rity, information technology and other required specialty support disciplines. The fire protection engineer shall be a registered professional engineer, have a minimum of 5 years experience dedicated to fire protection engineering, and one of the following : (1) have a degree in Fire Protection Engineering from an accredited university, (2) have passed the National Council of Examiners for Engineering and Surveys (NCEES) fire protection examination, or (3) be registered in an engineering discipline related t o fire protection engineering. The evaluation of these disciplines will consider education, training, overall and relevant experience and longevity with the firm. The availability of an adequate number of personnel in the key disciplines shall be presented to insure that the firm can meet the required schedule. c. Work management: A proposed management plan shall be presented that includes an organization chart and briefly addresses management approach, team organization, quality control procedures, cost c ontrol, coordination of in-house disciplines and consultants, and prior experience of the prime firm and any of their significant consultants on similar projects. The SF 330 shall clearly indicate the primary office where the work will be performed and the staffing at this office. d. Past performance on DoD and other contracts with respect to quality of work, cost contro l, and compliance with performance schedules. e. Capacity to complete the concept design (35 percent) by July 2005 and the final design by July 2006. The evaluation will consider the experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines. f. Extent of participation of small businesses including woman owned small business, small disadvantaged businesses, historically black colleges and universities, and minority instit utions in the proposed contract team, measured as a percentage of the total estimated effort. g. Volume of DOD contract awards in the last 12 months as described in Note 24. The Selection Board will conduct in-person interviews with firms considered to be highly qualified. The final selection of the firm will be made after their presentations. Further direction concerning this effort will be given at that time. 4. SUBMISSION REQUIREMENTS: Interested firms must submit Parts I and II of the SF 330 for the prime firm and joint ventures and Part II of the SF 330 must be submitted for each consultant to the above address, not later than the close of business on the 30 th day after the date of this announcement. If the 30th day is a Saturday, Sunday or Federal holiday, the deadline is the close of business the next business day. Include the firms ACASS number on the SF 330, Part 1, Block B. On the SF 330, Part 1, Block C, provide the ACASS number for each consultant, if available. If your firm does not have an ACASS number, it can be obtained from the Portland District, Corps of Engineers ACASS database by calling (530) 808-4591. On the SF 330, Part 1, Block F, provide title and award dates for all projects listed in this section. These forms shall be submitted to the above address not later than 4:00PM on 8 November 2004. Only one copy of a submission (SF 330) is required at this time. The SF 330 shall have a page l imit of 100 pages. A page is one side of a sheet. Font size shall not be less than 10 font and margins shall not be less than one inch. The Baltimore District does not retain SF 254s or SF 330 Part II's on file. In order to comply with the Debt Collecti on Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. Effective immediately, the use of DUNS+4 numbers to identify vendors is limited to identifying different CCR records for the same vendor at the same physical location.
