Description
Construct a new Command and Control Facility building of approximately 98,900 square feet on two floors with a partial basement below grade. The building is composed of two separate wings in a V configuration connected by a lobby area. Primarily th is is an administrative type building with offices and conference rooms. Some areas are public and some are secure with the entire basement a SCIF. This project has obtained a sustainable design (SPiRiT) level of Gold and this gold level must be carried out by certain requirements during construction. Basic building construction type is IIB and the entire building is protected by a wet pipe sprinkler system. The majority of the building is brick with a metal stud backup system. The roof is standing sea m metal with a foamed metal wall panel system extending from the underside of the roof down to the top of the brick. The front of the building consists of a full height glass curtain wall system intersected by a precast concrete cylindrical rotunda. The interior walls are predominately metal studs with gypsum board face. The ceilings are suspended acoustical tile. Most of the floor area is raised access floor with underfloor air distribution (UFAD) over sealed concrete slabs. Acoustical treatments will be provided in many areas and conference rooms. There are two hydraulic elevators in the building. Furniture is not part of this construction contract; only shown for reference for coordination of power and data. Sitework consists of force protection f eatures and an extensive landscaping plan with sidewalks and plazas. This project will be constructed concurrent with Screaming Eagle Blvd along the southern border of the site and must tie-in to this construction. A detention pond will prevent excessive stormwater runoff. Water, sanitary sewer and natural gas are privatized utilities and are not part of this contract. Electrical service will be underground in concrete duct bank. There will be CATV/telephone/data service run to the building as well as fiber; site lighting; emergency power generator; UPS and lightning protection. The basis for an award is LOW PRICED, TECHNICALLY ACCEPTABLE. The lowest price proposal with a technically acceptable proposal that has received all GO ratings will be awarded the contract. The technical evaluation will consist of Contractor Experience, Personnel Experience, Past Performance, Management Plan and Subcontracting. Minimum system requirements are: 486- based personal computer, Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 MB hard disk space, and compact disk drive.
