- POTENTIAL SOURCES SOUGHT FOR WATER/WASTEWATER & STEAM SYSTEMS LEASE TO MAINTAIN GOVERNMENT SYSTEMS Southern Division, Naval Facilities Engineering Command is seeking interest and information specifically for the leasing of the water, wastewater and steam utilities systems at Naval Surface Warfare Center (NSWC), Crane, Indiana. Should privatization lease deal result, all responsibility for maintaining reliable service, including such items as environmental compliance, maintenance costs, major systems renovations, construction equipment, manpower and overhead costs shall become the utility provider's responsibility. The Southern Division, Naval Facilities Engineering Command seeks to competitively select parties for privatization of Department of Defense (Navy) utility systems in accordance with Public Law 105-85, Section 2812, "Permanent Authority Regarding Conveyance of Utility Systems," codified in 10 USC 2688. Privatization actions approved in accordance with the authorizing legislation will result in the leasing of the utility infrastructure and related equipment/supply inventories for water, wastewater and steam utility systems at NSWC Crane, Indiana via a lease document. For those assets that are currently serving Department operational needs, the privatization agreement will include provisions to satisfy the Department's continuing requirement for long-term reliable utility service via a utility service contract. One (1) solicitation will be issued from this announcement, which will cover Area F-2. Area F-2 includes the water, wastewater and steam utility systems at NSWC Crane, Indiana. A draft Request for Proposals (RFP), draft Lease Agreement and draft service contract will be issued exclusively over the Internet. The draft solicitation, lease and service contract will be available for viewing and downloading at http://esol.navfac.navy.mil on 14 October 2004. An Industrial Forum/Pre-proposal conference is scheduled for 9 November 2004 at or near NSWC, Crane Indiana. Specifics concerning this conference will be posted at http://esol.navfac.navy.mil when final coordination has been accomplished. After receipt and review of any written comments resulting from the conference, a final RFP and Lease Agreement will be issued on or about 10 December 2004. A site visit will be scheduled after issuance of the final RFP and Lease Agreement. Prospective offerors are encouraged to register themselves on the web site. The official plan holder's list will be maintained and can be printed from the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The web site will provide information about Site Visits, Availability of Technical Data Packages, Amendments and Proposal Due Dates. Proposers should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. The North American Industry Classification System (NAICS) codes for this project are 221310, 221320 and 221330.The Size Standard for NAICS codes 221310 and 221320 is $6,000,000 and for NAICS code 221330 is $10,500,000.This project is not set aside for small business.
