Description
The U S Environmental Protection Agency [U S EPA], National Environmental Research Laboratory in Las Vegas, Nevada, intends to award a fixed-price Purchase Order using Federal Acquisition Regulation [FAR] Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors ? Commercial Items and FAR 52.214-4 Contract Terms and Conditions ? Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation provisions, will be the lowest priced/technically acceptable. The purpose of this acquisition is to acquire on-site [Research Triangle Park, North Carolina] training in ENVI Image Processing and Spectral Analytical Software and ENVI programming language available in the ENVI product. Training must provide the following: 1. Class size will not exceed fourteen [14] students. 2. Training will last five [5] days between award and December 31, 2004. Please provide at least three [3] possible dates. 3. Teach students how to support a wide range of data sources, file formats, data types and sizes. 4. Must teach students how to accommodate file sizes larger than 2 GB on platforms that support large file systems. 5. Must teach students how to support a wide variety of common file formats including but not limited to TIFF, JPEG, DICOM and DXF. 6. Must teach students how to read image formats including those used for satellite and airborne sensors as well as those used by other image processing software. 7. Must teach students how to use complete geometric correction tools for any type of imagery. 8. Must teach students how to be able to read ArcView Shapefiles, Arc/INFO interchangeable files, DXF files, Microstation or Intergraph DGN files, and USGS DLG files. 9. Must teach students how to integrate with the IDL Language format. Vendor must include a class format showing that all topics will be covered in the requisite five days. Price must be broken down to show travel costs separate from actual course costs. Vendor must supply Federal Tax Identification number, Dun and Bradstreet number, and Central Contractor Registration to be eligible for award. The NAICS code for this procurement is 611420. Any firm who believes it is capable of meeting EPA/s requirement stated herein may submit a response, which if received by October 22, 2004, will be considered. Responses to this posting must be in writing. The estimated magnitude of this procurement is less than $25,000.
