Description
The Capital District Contracting Center at Fort Belvoir, Virginia is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this no tice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Combined Synopsis/Solicitation is W91QV105R0002. This is a firm fixed price requirement for a total of 33 apartment units. Which consist of the following. Clin 0001  19 one bedrooms for 334 days, quantity of 11 months, period of performance November 1, 2004 to September 30, 2005. Clin 0002  11 two bedrooms, for 334 days, quantity of 11 months, period of performance N ovember 1, 2004 to September 30, 2005 and Clin 0003 - 3 three bedroom apartments, for 334 days, quantity of 11 months, period of performance November 1, 2004 to September 30, 2005 for the base year. Option One: Clin 1001  19 one bedrooms for 365 days, qu antity of 12 months, period of performance October 1, 2005 to September 30, 2006. Clin 1002  12 two bedrooms, for 365 days, quantity of 12 months, period of performance October 1, 2005 to September 30, 2006 and Clin 1003 - 3 three bedroom apartments, for 365 days, quantity of 12 months, period of performance October 1, 2005 to September 30, 2006. Option Two: Clin 2001  19 one bedrooms for 365 days, quantity of 12 months, period of performance October 1, 2006 to September 30, 2007. Clin 2002  11 two be drooms, for 365 days, quantity of 12 months, period of performance October 1, 2006 to September 30, 2007 and Clin 2003 - 3 three bedroom apartments, for 365 days, quantity of 12 months, period of performance October 1, 2006 to September 30, 2007. Option T hree: Clin 3001  19 one bedrooms for 365 days, quantity of 12 months, period of performance October 1, 2007 to September 30, 2008. Clin 3002  11 two bedrooms, for 365 days, quantity of 12 months, period of performance October 1, 2007 to September 30, 20 08 and Clin 3003 - 3 three bedroom apartments, for 365 days, quantity of 12 months, period of performance October 1, 2007 to September 30, 2008. Apartment specifications are as follows. All apartments must be located within 15 miles driving distance of Bo lling AFB, Washington DC. The apartments must be fully furnished to include washers and dryers. The apartments must provide fitness facilities at no cost, located on the premises or within a one fourth mile walk from the premises. The contractor shall p rovide sufficient personnel possessing the skills, knowledge, and training to perform satisfactorily the services required by this contract. The Contractor and its employees will have a thorough understanding of Standard English and must be able to commun icate fluently with the occupants. The Contractor shall provide a Contractor Representative who will be the point of contact and will have the authority to act or make decisions for the Contractor on all matters pertaining to this contract. The Contractor will maintain and fix in a timely manner any problems (water leaks, plumbing, electrical, etc) that surface within the apartments. The Contracting Officer or a Government Representative will be present when an apartment is vacated to take inventory of all contractor furnished items and their condition. The Government will be responsible for items damaged or lost through willful misconduct or neglect. Contractor shall provide everything specified. The contract price shall include, for each apartment, heatin g, air conditioning, water, electricity, local telephone service with voice mail, modem/data ports on the telephone, and basic cable television service with Broad Band High Speed Internet modem, at not additional cost to the occupant. Additional services t o be provided by the Contractor will include: Mail delivery facilities for mail addressed to occupants. Secure garage parking with access controls. The Contract or shall provide 24 one-bedroom, 46 two-bedroom and 4 three-bedroom apartments. The apartments shall include a kitchen, living/dining room area, separate bedroom, and private bath. All apartment units shall be located in the same building. All apartment s must be within 15 miles from Bolling AFB, Washington DC. The contract shall provide 1 two-bedroom apartment for office space with 5 desks, bookcases, lighting (desk and flop lamps), and television. This apartment will have heating, air conditioning, wat er, electricity, local telephone service with two lines (one for fax and one for telephone) voice mail, modem/data ports on the telephone, and basic cable television services with Broad Band High Speed Internet modem. All apartments must be free of defects , defacements, and stains; all apartments and amenities must meet all federal, state, and local health, environmental, and safety standards. In the event occupant may permanently vacate the apartment before contract expires, the contract price will be redu ced by the contracted value of the vacated apartment, from the date it is vacated provided a two-week notification has been given. All apartments shall be furnished with the following furniture, which shall be new or like new at the start of the lease peri od: living/dining room, sofa easy chair or loveseat, dining table with minimum of four chairs, coffee table, two end tables, two lamps or floor lamps, Color television, 19 inches or larger with RCA jacks, DVD combination center, entertainment Center, Separ ate bedroom, Queen size bed or larger and twin size beds to be identified, two pillows with pillow cases, sheets, blanket, and bedspread, night stand, bed side lamp, dresser and/or chest of drawers, mirror, clothes closet, clock radio with alarm, private b athroom with tub and shower, with linens, All apartments shall be furnished with the following appliances. All appliances shall be clean and in working order. The Contractor shall keep appliances in working order during the life of the lease. Malfunction s that are the result of abuse shall be the responsibility of the occupant. coffeemaker, 10 cup or larger, telephone with answering machine, iron and ironing board, stove or range top and oven with broiler pan, Microwave oven, refrigerator with icemaker, t oaster, large opening, Electric can opener, All apartments shall be furnished with the following cooking and serving utensils, matching set of glassware, dinnerware, and flatware for 4-person service, tea kettle, frying pan (Teflon coated),1 and 2-quart sa ucepans with lids (Teflon coated), Salt & pepper set, Colander, Mixing and storage bowls, set of 6, 2 quart juice pitcher with lid, complete set of measuring cups and spoons, cooking utensils to include spatulas, slotted spoon, soup ladle, carving knife, w ooden spoons and paring knife, Cookie sheet, pizza pan, and 13 x 9 baking pan. All apartments shall be furnished with the following linen and bathroom equipment. Bed sheets, blanket and bedspread must fit the size mattress provided by Contractor. Bath and hand towels, and face cloths should match. two complete sets of bed sheets (500 thread count or higher), 2 blanket, 1 bedspread, 2 dishcloths, 2 dishtowels, 2 hot pads, 1 pair of oven mittens, 2 bed pillows per bed, 2 pillow protectors per pillow, 2 sets of pillowcases per bed, 1 mattress pad per bed, 4 bath towels, 4 hand towels, 4 face cloths, 1 shower curtain, 1 wastebasket, bathroom, 1 bath mat, 1 plunger and bowl cleaner, All apartments shall be furnished with the following miscellaneous equipment: mo p with bucket or equivalent, Dust pan and broom, whisk broom, Closet hangers, 20 each per bedroom, Flatware tray with 6 piece serving set, Tall kitchen trash can, Wastebasket, each bedroom, Place mats, 4 each, matching, table napkins, 4 each, matching, d?c or package, silk floral arrangements, designer pictures, basket of potpourri, candle and holders. All windows shall have coverings such as shades, blinds, verti cal or horizontal, and/or drapes. All apartments shall have standard commercial floor covering. The Contractor shall prior to contract award provide an inventory with a price list of all furnished items in previous. This list and the procedures set forth i n Army Regulation 735-5, Appendix C, Computing the Actual loss to the Government when Property is lost, Damaged, or Destroyed, will be used to assess replacement cost in the event of tenant misuse. Contractor shall ensure all apartments remain under pest control service to prevent infestation. All apartments shall have a storage/closet area other than previously specified. All apartments shall be equipped with smoke detectors, dead bolt locks on doors, and secure locking windows. (c) The total duration of this contract including the exercise of any options under this clause shall not exceed September 30, 2008 . Within 30 days, extend at least 60 days, shall not exceed September 30, 2008. 52.232-18-Availability of Funds. 52.232-19-Availability of Funds for the Next Fiscal Year. Funds are not presently available for performance under this contract beyond Septem ber 30, 2008. Payment may arise for performance under this contract beyond September 30, 2008.
