Description
PRE-SOLICITATION CONFERENCE for Foreign Military Sales (FMS), Commercial Market Information Technology (CMIT), Acquisition Logistics and Fulfillment (ALF), Program Consultation Communications-Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) Fort Monmouth, NJ 07703-5022 The Communications-Electronics Command (CECOM), Foreign Military Sales (FMS), Commercial Market Information Technology (CMIT), Acquisitions, Logistics, and Fulfillment (ALF), Program intends to implement an acquisition approach using either Blanket Pu rchase Agreements (BPAs) or multiple Indefinite Deliver  Indefinite Quantity (IDIQ) contracts to maximize FMS CMIT ALF Program supportability. It is anticipated; that Contractors will obtain, correctly configure, and consolidate packages of USA Original Equipment Manufacturers (OEM) and Original Software Developers (OSD), products for FMS CMIT ALF requirements. Additional requirements may in clude shipment of products to a destination country, and the provision of one or more years of in-country representative warranty support. FMS CMIT ALF Contractors will be required to use their extensive experience and knowledge of the USA Commercial Marke t to obtain and configure the requisite USA OEM and OSD products and associated accessories and/or consumables, in a competitive environment, for use in foreign countries. Contractors should be capable of associating New-Products directly available from OEMs and OSDs identified in a Price and Availability (P&A) survey requirements list, and Contractors should be able to discover equivalent (New) OEM and OSD products whe n any requested product brands/versions are discontinued. Initial P&A survey input will be requested from those Contractors intending to participate in any particular formal FMS CMIT ALF solicitations and/or request for quotations. There are four main categories of equipment or Layers of FMS CMIT ALF products that are anticipated to be purchased: Layer One - Personal Portable and/or Wireless, Personal Digital Assistant, Biometric Keyboard/Mouse, Laptop, Phone, GPS, ... Sub-Application - Navigation, Data-Collection and Storage, Communication, Presentation, Personal Sensors, Field Productivity, ... Layer Two - Local Area Network, Office Workstations, Servers, Switch-Hub, Presentation Projectors, Classroom SmartBoards, Simulation/Game Systems, Multi-System Audio and Video Private/Public Systems,... Sub-Application - Command and Control, Logistics, Mapping, Subscriber Network, Security Sensor, Robotic, Video-TeleConference, Digital Camera, Firewall Security, Network Area Storage, Education/Learn, ... Layer Three - Wide Area Network, Switches, Line Of Sight Radios, Routers Remote Access Server, Optical Transmitters and Repeaters, Data Circuit Equipment/Data Terminal Equipment, Data Service Unit/Channel Server Unit, AsyncTransfer Mode, ... Sub-Application - Distribution, Connection, Collaboration, Network Backbone, Community Spectrum Usage, Telco-Connection, Ultra-Broadband, Layer Four - Accessories, Consumables... OEM/OSD Disk/Books, Monitors, Headsets or Speakers, Docking-Station/Port-Replicator, Cables, Security Cable-Locks, PCMCIA Modems/WiFi/..., Bluetooth-wireless devices, Presentation Projector and Computer Transport Carrying Cases and travel kits, Camera Lenses, Cleaning and Maintenance Kits, page and wide Printers and Plotter feeders, Copier Duplexers and Sorters, Laptop Solar Power Panel, Paper, Toner, Blank Media CDs DVDs ... Sub-Application - Install/Recovery/Diagnostic tools, LAN/Cable test kits, training materials, air/water/ground transport cases, one initial week/month stock of printer/copier/... consumable products, Presentation Projector replacement bulbs, .... FMS CMIT ALF requirements relate to requirements being fulfilled by the USA for the international community. Global and domestic emergency relief missions in res ponse to flood, famine, and other natural disasters may also become part of FMS CMIT ALF projects. The FMS CMIT ALF Program requires a fully responsive set of contractors willing to meet a variety of international OEM and OSD configuration, performance, quality assurance, and compliance requirements with USA OEM and OSD products. The selected vendo rs will be required to self-certify Buy-America and DOD Unique IDentification (UID) [http://www.acq.osd.mil/uid/] compliance with approved commercial market product marking standards for CMIT. The USA companies are required to comply with FAR and DFAR, Buy -American Act, and USA Export Laws and Regulations. The FMS CMIT ALF Vendor-Pool companies must comply with accounting, documentation, and logistics requirements mandated by USA Laws and DOD Regulations. FMS CMIT ALF Program solicitations will also require contractors capable of providing international distribution, and/or logistics and fulfillment of the requisite portion of USA OEM and OSD products. FMS CMIT ALF Contractors will be required to hav e financial capability and experience to support FMS CMIT ALF requirements up to a maximum of $5M. The Pre-Solicitation Conference will be held to further explain in detail the requirements and rationale for those requirements. As indicated above, the Government is considering various acquisition approaches such as the use of BPAs and/or IDIQ contr acts to meet these often-varied requirements. As part of the Pre-Solicitation conference, the Government hopes that there will be an extensive dialogue with industry as to the best methodology to acquire the necessary FMS CMIT.
