- Description
- The Philadelphia District is issuing a RFP (Request for Proposal) for the installation and expansion of electrical distribution systems for U.S. and Coalition forces in support of Operation Enduring Freedom. The period of performance will be for a b ase year with options for up to four additional years of performance. The procurement will be a negotiated, best-value action under Part 15 of the Federal Acquisition Regulations. Proposals will be reviewed for completeness in satisfying the requirements of the RFP and for their merit against the following evlaution factors: Technical-past performance and experience, management, and mobilization schedule, and Price-price realism and price reasonableness. The technical factors as a whole are more importan t than price. However, price remains a significant factor in determining the best value. The technical subfactors are of equal weight. The price subfactors are of equal weight. Price proposals must be submitted simultaneously with the Technical proposal to the Contracting Officer in accordance with the RFPs requirements entitled Proposal Requirements and Evaluation Criteria. The Government may award a contract on the basis of initial proposals received without discussions; therefore, each proposal shoul d contain the offerors best terms. The RFP will be avalable on the District's Web pages on (or about) Oct. 21, 2004. Hard copies will not be available. No written or fax requests will be accepted. Offerors may download the solicitation and any amendment s from the Web page at the following address: https://ebs.nap.usace.army.mil on, or after, the issue date. It is the offerors responsibility to monitor the web page for any amendments. Offerors are responsible to make changes to their user profile if an y of their information changes during the advertisement period. Failure to make changes in their user profile may cause for delay in receiving notification of the RFP and amendments. Offerors are responsible for printing copies of the RFP and amendments. Hard copies will not be furnished. Interested firms must register on the Districts Web page. Proposals will be due on, or about, Nov. 22, 2004. The NAICS code is 237130 and the small business size standard is $28.5 M. Bonding is not required. All co ntractors are required to be registered in the DoDs Central Contract Registery before award as required by DFARS 204.7300. Also, U .S. domestic firms who receive a federal contract in excess of $25,000 are required by legislation to submit an annual VETS-100 Report on their employement of targetted veterans.
