Description
1. CONTRACT INFORMATION: The Philadelphia District, U.S. Army Corps of Engineers (USACE) intends to award a one (1) year Indefinite Delivery Contract for General and Photogrammetric Surveying services with options for up to two (2) additional twelve (12) month periods. The cumulative total of all task orders for the base and option periods shall not exceed $2,100,000.00. The average cumulative total for all task orders in either the base period or in each of the two option periods will not exceed $ 700,000.00. Although the maximum task order limit is $700,000.00, most task orders will be less than $300,000.00. Options may be awarded based on reaching the dollar limit or the time period at the discretion of the Contracting Officer. 2. PROJECT INFO RMATION: The selected firm will be expected to complete general surveying, photogrammetric surveying and related ground control surveying, including global positioning system (GPS) capability and digital mapping capability. This work will include the prod uction of digital elevation models (e.g. triangulated irregular networks (TIN), aerial photography, laser imaging, digital data base development, and digital orthophotography. All digital information must be compatible with the latest version of ARC/INFO geographic information system (GIS). Work under this contract will be for the military, work for others, and civil work missions assigned to the District. Work will normally be within the Philadelphia Districts civil works boundaries, which generally inc lude the Delaware River Basin, and the coastlines of New Jersey and Delaware and portions of the states of Pennsylvania, New Jersey, New York, Delaware and the Chesapeake and Delaware Canal portion of Maryland. Work may be required outside of the above li sted areas and for other agencies. All work shall comply with the ruling jurisdictional regulations and laws to include the requirements for registrations, licenses, and certifications. All data provided by the contractor shall be in Federal Geographic D ata Committee (FGDC) metadata file(s). Metadata Generation Software can be downloaded via http://corpsgeol.usace.army.mil. Certain labor classifications under this contract will fall under the Service Contract Act provisions; information related to this will be provided after selection and prior to negotiation. Responding firms must be familiar with USACE requirements and regulations. 3. SELECTION CRITERIA: The selection criteria in descending order of importance, which will be the basis for selectio n, are: (1) Specialized experience and technical competence in land surveying using Global Positioning Survey (GPS) with capability for Differential GPS and Real Time Kinematics (RTK) surveys, electronic total station theodolites with electronic data coll ectors and the ability to use standard electronic data exchange formats for electronic digital files for computer-aided design and drafting (CADD) map creation in AutoCADD. Must have the ability to achieve 2nd order, Class 1 survey accuracy standards and the ability to create digital orthoimagery maps meeting National Map Standards Accuracys (NMSA), including, where appropriate, experience in energy conservation, pollution prevention, waste reduction and the use of recovered material and general experience in related types of work; (2) Specialized experience and technical competence in photogrammetric surveying, related ground control surveying including GPS capability, high resolution ground based laser imaging, aerial photography, and LIDAR mapping; (3) Professional qualifications of the available staff necessary to perform the services required, and qualifications of the staff in land surveys. Education, training, experience of the staff related to the general and photogrammetric experience will be rev iewed. Professional Surveyors licensing and certified Photogrammetrist is required; (4) Capacity of the firm to accomplish multiple task orders (3 to 4 task orders) within the time and cost required; (5) Past performance, especially on Department of Defense (DOD) contracts. Lack of such will not necessarily preclude a firm from consideration; (6) Extent of participation of SB, SDB, historically black colleg es and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort; and (7) Location will be a consideration in the final selection as a secondary selection criteria element provided a sufficient number of qualified A/E firms respond to this announcement. 4. SUBMISSION REQUIREMENTS: Firms which desire consideration and meet the requirements described in the announcement, are invited to submit a completed SF 330 (revised 06/04) for the prime firm and for all consultants, to the above address, to the attention of Robert M. Bencal, Room 702, not later than the close of business of the 30th day after the date of this announcement. If the 30th date is a Saturday, Sunday or Federal holiday, the deadli ne is the close of business of the next business day. Include ACASS number in Block 11 of Section C for the prime. Call the ACASS Center at (503)-808-4591 for information on obtaining an ACASS number. The NAICS Code is 541370 with a size standard of $4 million. In order to receive the contract award the selected A/E must be registered in the Department of Defenses Central Contractor Register (CCR) Database. Failure to be registered in the DOD CCR may render you firm ineligible for award. All firms ar e encouraged to register as soon as possible.
