Description
The Bureau of Reclamation Snake River Area Office- East, Burley, Idaho, per the authority of FAR 6.001(a) and using FAR Parts 13 procedures, intends to negotiate a non-competitive contract with Ultra Air Research, LLC, 550 Bench Lago Rd, Grace, ID 83241-5306, to capture, mark, monitor and translocate trumpeter swans in the Tri- State regions of Eastern Idaho, Western Montana and Western Wyoming. This is the fourth year of the study. This effort will provide biologists and water managers better information on the population dynamics of trumpeter swans that are directly affected by Snake River Water Operations and will clarify the effects of translocating swans to areas of lower swan densities. The NAICS Code applicable to this requirement is 541690. Ultra Air Research, LLC is uniquely qualified to perform this work for the following reasons: a) Ultra Air Research, LLC was contracted by Fish and Wildlife Service from the winter of 1990 to the winter of 1996 to develop and refine methods for capturing swans on the Henry's Fork of Snake River; b) Ultra Research was awarded the previous contracts for the joint study by Reclamation, Idaho Department of Fish and Game, and the U.S. Department of Fish and Wildlife to determine the effectiveness of translocating swans to and from the Henry's Fork of the Snake River, to Bear Lake, Idaho, thus, Ultra Air Research, LLC is very familiar with the study design and the project area; c) Ultra Air Research is fully equipped with highly specialized equipment, a custom designed light weight airboat, necessary to capture and monitor trumpeter swans in the Tri-State Region. Although this notice of intent is not a request for competitive proposals, persons interested in this requirement may identify their capability to respond to the requirement or submit proposals. All information received by 4:00 PM MST, October 22, 2004, will be considered by the Government in determining whether to conduct a competitive procurement. A determination not to compete this proposed action, however, is solely within the discretion of the Government.
