Description
This pre-solicitation notice is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. The Naval Surface Warfare Center, Crane Division intends to enter into a Firm-Fixed-Price, supply type, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an ordering period of five (5) years after award for a minimum quantity of 10/EA and maximum quantity of 1,000/EA for 40 MM Sight Alignment Tool Kits, Brand Name or Equal. Requirements are: CLIN 0001-Graflex, Inc. (Item#4-1000) 40MM Muzzle Sight Kit, composed of the following components: 1/EA 12X Telescope (#1-1000); 1/EA 40MM Adapter (#1-1009); 1/EA Carry case with inserts (#1-1003); 1/EA Warning Flag (#1-1004); 1/EA Drift Key (#1-1005); and 1/EA Commercial Handbook. The required Salient Physical, Functional and Performance characteristics are: (1) The 40MM Bore Sight Telescope Assembly (BTA) shall consist of a telescope and interface device(s). The BTA shall provide the means to perform the critical function of boresight alignment of the 40MM Advanced Lightweight Grenade Launcher (ALGL) during fire control sys! tem calibration procedures. (2) The Interface Device shall automatically locate to the center of the gun tube and BTA. The interface device shall be fitted with some means a freeing the telescope from the interface device should "lock-up" occur. Drift key and slot is the preferred method. The Interface Device shall have an index mark to align the device and the muzzle face of a gun. (3) The BTA shall have the necessary features to allow usage during day or night field operations. The reticle shall have a clearly defined aiming index and shall be visible at night without the use of generated or stored electricity in the device itself, with no other marks on the lens. The reticle shall not contain tritium and shall be visible with the use of an external light source such as a flashlight. (4) Collimation error, defined as the angular difference in the alignment of the optical axis with the mechanical axis, shall not exceed 20 seconds of arc. The collimation repeatability error ! shall not exceed 10 seconds of arc. (5) Parallax - maximum allowable parallax at 1,000 meters +/- 200 shall not exceed 10 seconds of arc. (6) Field of view shall be 3.75 degrees minimum. (7) Focusing Range shall be from 200 meters to infinity. (8) Magnification shall be 12X +/- 2X. (9) Diopter range shall be adjustable over the range of +/- 4 diopters. (10) The interior of the telescope shall be pressurized with nitrogen gas. The telescope shall have a purging valve assembly that allows for nitrogen purging and charging. (11) The telescope shall have a field adjustable reticle that shall retain adjustment until reset by the operator. Reticle adjustment shall be accomplished with externally situated azimuth and elevation knobs ? one knob for elevation and one knob for azimuth adjustment. Adjustment knobs shall be protected from accidental operation or damage and shall provide the ease of adjustment by an individual wearing a pair of gloves (Nuclear, Biological and Chemical pr! otective equipment). (12) A waterproof carrying case shall be provided to store and protect the Tool Kit when not in use. (13) Orange Warning flag shall be able to securely attach to the BTA telescope. (14) A standard commercial operators handbook shall be provided with each Tool Kit. Spare/repair parts (maximum of 200/EA) to be procured are as follows: CLIN 0002-Telescope (PN 1-1001) or Equal; CLIN 0003-40MM Adapter (PN 1-1009) or Equal; CLIN 0004-Carrying Case with inserts (PN 1-1003) or Equal; CLIN 0005-Warning Flag (PN 1-1004) or Equal; CLIN 0006-Drift Key (PN 1-1005) or Equal; and CLIN 0007-Data IAW DD1423 (Commercial Handbook). Any Equal must be quoted in accordance with FAR 52.211-6, Brand Name or Equal. A product sample of one (1) each Bore Sight Alignment Tool Kit is required and must be furnished as a part of the offer for the purposes of Government evaluation. The Government will test the samples requested and evaluate them for compliance with all Salient Physic! al, Functional and Performance characteristics. The samples shall be delivered at no expense to the Government and will be returned to the offeror after contract award and upon written request to the Contracting Officer. The Government shall not be responsible for the condition of the samples due to the evaluation process. Deliveries will be required within 120 days after receipt of order. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past Performance, Technical, and Cost/Price. Past Performance is significantly more important than the Technical (40MM interface capability) Area. The Technical Area is significantly more important than the Cost/Price Area. Offerors are cautioned that an award may not necessarily be made to the lowest price offeror. ! Delivery shall be FOB destination, inspection at source with final acceptance at destination. All items shall be delivered F.O.B. Destination with all transportation charges paid by the supplier to: RECEIVING OFFICER, BLDG 2521, CODE 1121, NAVSURFWARCENDIV, CRANE, IN 47522 5001. All shipments shall be marked: B. 2521/Code 4081, Attn: Mr. Darin Ashley. The contractor shall schedule deliveries under this contract to ensure arrival at destination only on Monday through Thursday (excluding holidays) between the hours of 7:00 A.M. and 2:00 P.M. Eastern Standard Time. The receiving facility is normally closed Friday, Saturday, and Sunday. This requirement will be procured in accordance with the procedures under FAR 13.5. Clause 52.219-4, Notice of price evaluation preference for HUBZone small business concerns (JAN 1999) is applicable to this procurement. The North American Industry Classification System (NAICS) Code for this procurement is 332995 and the size standard is 500 emp! loyees.
