Description
The government intends to negotiate a Firm Fixed Price type Purchase Order for Hotel Conference Services in accordance with FAR subpart 13.5 ?Test Program for Certain Commercial Items? (CLINGER-COHEN), with 100% full and open competition. The period of performance for the resulting Purchase Order will be from November 29, 2004 through December 3, 2004. The North American Industry Classification System Code is 721110, and the corresponding Standard Industrial Code (SIC) is 7011. The Conference services include lodging (no double occupancy or overflow to other hotels), classroom set-up, state-of-the-art audiovisual equipment, transportation to and from the airport for approximately 100 people (Monday, November 29 from 10 AM to 8 PM and on Friday, December 3 from 4 AM to 2 PM), and administrative support for 325 people including rapid check-out procedures. The hotel must be located in the Hampton Roads area, Virginia and have a 3-star or above rating. On Tuesday, November 30, the hotel shall be equipped with one room of classroom set-up for 300 people with additional (auditorium style) seating for 25 people in the back of the classroom. In addition, breakout rooms are needed in the afternoon of Tuesday, November 30. Two rooms to accommodate approximately 100 people each and four rooms to accommodate about 50 people each are needed. On Tuesday evening, the hotel shall provide a room to accommodate a networking activity from 5:30 PM ? 7:30 PM to accommodate 250 people with a cash bar. On Wednesday, December 1, 2004 breakout rooms are needed in addition to conference room and office for one, three hour afternoon session. Two rooms to accommodate 110 people, two rooms to accommodate 40 people each, and two rooms to accommodate group of 15 people or less are needed. Working luncheon meals are needed Tuesday, November 30th and Wednesday, December 1st for 325 people. The hotel shall also have a separate room that will be used as an office to accommodate tables and chairs for 12 people throughout the conference. This room will be used for administrative support to include (but not limited to) the following: emergency small print jobs, fax (in/out), computer use to help with emergency projects, Internet capability, phone and capability to be locked. The hotel shall have classroom support to include to include audiovisual equipment, such as laptop computer projection hook-up, TV and VCR hook-up. The hotel shall provide a stage for presentations (16? x 24? and 24? to 36? high). Additionally, the hotel shall include one podium and microphone and three microphones on stands for one (1) 3-hour afternoon session. The hotel shall provide transportation to and from various tour sites (7 buses on Thursday morning and afternoon). Contractors are reminded to submit a technical description of hotel in accordance with FAR 52.212-1 (b)(4). All responsible sources shall submit pricing and past performance data by 4:00 p.m. on the date the offer is due. Potential Offerors are hereby notified that the Solicitation will be available by downloading the documents from website http://www.neco.navy.mil. By submitting a quote the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, or debarred, or otherwise ineligible to receive contracts from any Federal Agency. The RFQ will be issued on or about October 13, 2004.
