Description
The Space and Naval Warfare Systems Center, San Diego (SSC SD) intends to solicit and award a definitive, sole source contract to provide professional services and software to apply data visualization, link analysis, and data mining functions for the Nebraska Departments of Corrections. Contract # N66001-05-M-R303, to Presearch Incorporated, 8500 Executive Park Avenue, Suite 400, Fairfax, VA 22031-2218 on a sole source basis, for the National Institute of Justice Data Sharing Experiment II, in the amount of $39,975.80. This Performance Based Service Acquisition (PBSA) contract will be Firm Fixed Price (FFP) for a period of performance of twelve (12) months. The FFP portion includes all deliverables and services, including travel expenses. The work consists of six major areas of focus: (1) Determine the exact computing and networking requirements for the software installation. The requirements analysis phase shall focus on the data sources that will feed the software query engine and the procedures that need to be put into place to manage the databases. (2) Install and configure software on customer supplied computer hardware. The following software packages are included in this installation: Five (5) data mining tools, text search/retrieval database engine to search text, entity extraction tool to identify and tag entities, and an entity builder tool for creating custom entity dictionaries. (3) Data management, mapping, extraction, and loading data maps and scripts to prepare the data for efficient searching and analysis. (4) After introducing users to the software tools and the basics of Boolean searching, teach the users to effectively use the software tool with to search databases and analyze the resulting data sets at the customer's facility of choice. Expected duration of course is 3-4 day course with a capacity for up to 25 students. Administrator training shall teach the system administrator the ins and outs of maintaining a production software analysis installation, including data management, data loading, and data scripting. Extensive help-desk support to help analysts work through intelligence problems on in-house data. (5) Help the customer implement their data management plan and handle new requests for data integration/migration as they occur. New requests include real-time data feeds, new data sources and configuration of automated collection and loading of data for analysis. (6) The Contractor shall provide monthly progress reports to the Government, to include technical tasks performed, issues or problems and a financial summary. This notice of intent is not a request for competitive proposals or quotes. The Government will make a determination whether to conduct a competitive procurement based upon responses to this notice. Authority for other than full and open competition is 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) Code is 518210; small business size standards are $21,000,000. The estimated release date for the solicitation is 20 OCT 2004.
