- Description
- The U.S. Agency for International Development (USAID), Bureau for Economic Growth, Agriculture and Trade, Office of Urban Programs anticipates awarding approximately six (6) multiple award Indefinite Quantity Contracts (IQCs) utilizing full and open competition with at least one set-aside for a small business and one set-aside for a small disadvantaged business. Task orders under this award will be either Cost-Plus-Fixed-Fee (CPFF) or Firm Fixed Price (FFP). The total ceiling price is $300,000,000 and the maximum aggregate dollar value of all task orders awarded to all contractors cannot exceed the contract ceiling. The period of performance for each contract is five (5) years from the date of award of the contract. The purpose of this Request for Proposal is to support the Sustainable Urban Management II (SUM II) project by providing short, medium and long-term advisory and assistance services responsive to the urban development needs of USAID Missions, Pillar Bureaus and operating units. SUM II activities will be represented within the following five functional areas: 1. Expanded and Equitable Delivery of Urban Services and Shelter; 2. Enhanced Effectiveness, Responsibility and Accountability of Local Government Organizations; 3; Enhanced Environmental Management Practices, Pollution Control Systems and Tools; 4. Improved Disaster Preparedness, Response and Recovery through Mitigation, Strategic Planning, Training, Hazard Identification and Awareness; and 5. Improved Finance and Credit Systems through Program Design and Technical Support. The place of performance for these activities will be worldwide. The North American Industry Classification System (NAICS) code is 541611 and the small business size standard is $5.0 million. The preferred method of distributing the USAID Procurement information will be through Federal Business Opportunities (WWW.fbo.gov). It is the responsibility of the recipient of this solicitation to ensure that it has been received in its entirety and USAID bears no responsibility for data errors resulting from this transmission. This solicitation will be posted on the Government Point of Entry (GPE) on or around June 30, 2003. Questions regarding the RFP shall be submitted in writing within 21 days after the solicitation issuance date. Questions shall be sent by e-mail to kdavis@usaid.gov.
