Description

CONTRACTOR SUPPORT - NATO/ACLANT'S COMMUNICATIONS AND INFORMATION SYSTEMS DIVISION (CISD) 1. In support of NATO/ACLANTs Communications and Information systems Division, commercial services are required to supplement existing and planned HQ SACLANT staff resources to provide selected services to support the CISD Program. 2. NATO/HQ SACLANT intends to solicit proposals for the services as detailed below to commence on 1 July 2003. The initial period of performance will be for six months, with up to four option years. Brief synopses of the activities associated with this contract are as follows: a. The Contractor will provide the requisite analytical, technical, program management and general administrative and program coordination services in support of IS Life Cycle evolution to include: - the CISD Program Management Plan - Core and Functional information services and network services - guidance, advice, reference information, resource allocation coordination and analyst support for the development of specific project and service area plans and reports - Program Review Meetings, Project Board Meetings, Project Team Meetings, Maritime Functional Services Conferences, Life Cycle Working Groups, User Groups and Configuration Management and Control Board Meetings, including agenda, summary record, and action item coordination - consolidation, integration and presentation of annual and five-year Program budget requirements for submission to CISD Budget Management - selected project planning and coordination (including TBCE), invitation for bid and task order composition, project decision-making information, direction for project execution, liaison with host nation project managers, Scientific Program of Work (SPOW) management, deliverable acceptance and testing coordination - the evolution of management policy for system support, configuration management, contingency planning, community-wide COTS licensing, and NATO Bi-Strategic Command system management - Provide points of contact for North American, Northern and Southern European Maritime Command and Control Information System (MCCIS) sites to identify and resolve issues with MCCIS implementation. 3.
