Description
CONTRACTOR SUPPORT - NATO/ACLANT'S COMMUNICATIONS AND INFORMATION SYSTEMS DIVISION (CISD) - RESPONSE TO CLARIFICATIONS 1. Encl (1), Page 2 – Content of technical proposal. It is at the discretion of the Offeror what format/content they use for their proposal. However, Offerors are requested to limit their technical and price proposal to a maximum of 15 pages for each document (excluding resumes). The Statement of Works (SOWs) previously issued outline NATO/SACLANT’s minimum requirements. In submitting their proposal it is strongly recommended that Offerors review and take into consideration the requirements outlined in the SOWs’. 2. Encl (1), page 3 – Interview/oral presentation. Format/Content of the above will be issued to those Offerors that form part of the competitive range. The competitive range will be determined following evaluation of technical and price proposals by HQ SACLANT. It is further confirmed that resumes for prospective candidates shall form part of the evaluation criteria under ‘technical competence’. 3. Encl (2), Page 55 – Contract Duration. It is confirmed that the total contract duration shall be 4 and ˝ years (initial period of 6 months, with four one-year renewable options). 4. Encl(2) Sect B, Page 1 – Lot Base Year It is confirmed that the start date is 1 July 2003. 5. Encl (2), Page 5, Item PM6 and PM7 HQ SACLANT do not envisage an OCI (organizational conflict of interest) with this requirement and any other requirements that may arise in the future. 6. Encl (2), Page 7.4.3.1 – Travel It is envisaged that each of the key personnel listed in the Statement of Work(s) will be required to travel to Europe every quarter for a total duration of 5 days (inclusive of 2 days travel to/from NATO site in Europe). The location will usually be Brussels, Belgium although travel to other NATO locations within Europe will be required. Offerors are requested to include a financial contingency (for per diem, etc,) to support this travel in their price proposal. It should be noted that Air Travel will be booked by HQ SACLANT’s Travel Agency and paid for HQ SACLANT. 7. Encl (2), Page 10, 6 – Furnished Materials HQ SACLANT will provide necessary workspace, administrative materials and workstations, etc, to support the contract. Furthermore, if software is developed under a task order, HQ SACLANT would purchase the licenses to be used to field live functionality. HQ SACLANT would provide the necessary tools for such software development. 8. Encl (2), Page 12 An increase in the Level of Effort (LOE) is not envisaged. However, if an increase in the LOE was required a subsequent contract modification would be issued. 9. Encl (2), Page 44 – Key Personnel It is confirmed that Senior Training Analyst should read Senior Software Analyst. It is further confirmed that the labor categories listed in this section are indeed, key personnel. 10. Encl (2), Page 52 (10) It is confirmed that this clause relates to employment on this (and other NATO/ACLANT) contracts. 11. Encl (2), Page 95 – Travel Time Offerors are requested to note the terms of Clause 0041 of the Contract Terms and Conditions. Travel expenses and travel time within the metropolitan statistical area, which encompasses SACLANT Headquarters and Contractor’s location, will not be reimbursed. Travel time to locations outwith this area (e.g. Europe) will be an allowable charge to the contract. It will be at the same hourly rate (or part thereof) as the hourly rate agreed for each labor category. 12. Encl (2), Page (section H.1) – Substitution or Addition of Personnel To assist in resource planning, Offerors are advised that it is anticipated that Task Orders will be issued very shortly after contract award. Other issues Task Orders – It is confirmed that HQ SACLANT would work closely with the successful contractor to ensure that hours estimated on a task order issued by HQ NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (01-APR-2003).
