Description
The National Science Foundation (NSF) intends to issue its Request for Proposals (RFP) No. DACS-040019 on a sole-source basis to Air New Zealand Engineering Services, Ltd. (ANZES) of Christchurch, New Zealand. ANZES will provide planned depot level maintenance (PDM), unplanned depot level maintence (UDLM), isochronal inspection (ISO), and general aerospace ground equipment (AGE) repair services for the United States Antarctic Program (USAP) and its fleet of 10 LC-130 aircraft, operated by the New York Air National Guard's 109th Airlift Wing. ANZES will also provide unscheduled repair and maintenance services for other aircraft transiting through Christchurch, New Zealand supporting the activities of the Government. Because of its most favorable geographic location, the USAP maintains and operates a forward staging base in Christchurch, New Zealand. All LC-130 and other flights to Antarctica originate in Christchurch. In order to maximize aircraft availability in the Antarctic theater, NSF requires access to maintenance facilities located in Christchurch. ANZES operates the only Federal Aviation Administration Certified, and United States Air Force approved (for work on LC-130 aircraft) maintenance facility in Christchurch. Based upon information available at this time, NSF consideres ANZES to be the only responsible source per the statutory authority at 41 U.S.C. 253(c)(1). Vendors that believe their firm can satisfy this requirement shall respond in writing within forty-five (45) days from the date this notice is published with a statement of their capabilities -- including liturature, brochures and a detailed narrative of their ability to perform this requirement in Christchurch. NSF will evaluate all responses to determine if the vendor is qualified to perform the required services. Refer to numbered notes 22 and 25.
