Description
The Air Combat Command Contracting Squadron (ACC CONS) of the Department of the Air Force intends to issue a Request for Proposal (RFP) for the following replacement items for the 275K Tethered Aerostat Radar System (TARS) at the Cudjoe Key, Florida site included in the Operation and Maintenance (O&M) of the Tethered Aerostat Radar System (TARS O & M) contract: (1) Airborne Telemetry Control System, (2) Remote Control Unit, and (3) Telemetry and Ground Station Components. The TARS O&M contract is a part of the Government?s counterdrug efforts in which radar equipment attached to tethered balloons is used to monitor low-flying aircraft for the purpose of detecting aircraft that may be transporting illegal drugs. The primary mission of TARS is to support the U.S. Customs Service and the North American Air Defense Command (NORAD) in counter-narcotics and drug surveillance missions in support of U.S. national security objectives. The TARS O&M contract includes nine aerostats at eight sites and is centrally managed by ACC CONS at Langley AFB, VA. This acquisition will be unrestricted meaning that competition will be full and open. Therefore, proposals from all sources will be considered. The requirement for full and open competition will be met through requests for competitive proposals. The North American Industry Classification System (NAICS) Code for this requirement is 517910. The solicitation will be issued as a RFP utilizing Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation, policies and procedures. The resultant contract will be an Indefinite Delivery/Indefinite Quantity Fixed-Price with Cost-Reimbursable Line Items contract. The solicitation will include one unit of the system consisting of the three replacement items, installation, operational testing, and training and options for an additional unit and up to five years of technical assistance. The government plans to release the RFP via posting it to the Federal Business Opportunities (FedBizOpps) website, www.fedbizopps.gov, on or near 25 Oct 04. The RFP will be made available only on the FedBizOpps website. Site visit and pre-proposal conference for this effort is anticipated to be held on 3 Nov 05 at the Cudjoe Key TARS site. The closing date for receipt of proposals is tentatively scheduled to be 29 Nov 04. Telephonic or written requests for this RFP will not be honored. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates on the acquisition and/or amendments to the solicitation. The government seeks to award to an offeror using the best value approach. With this approach, the government determines the offer that provides the greatest overall benefit in response to the requirement based on an analysis of evaluation factors included in the solicitation. The anticipated date of award is 18 Feb 05. The government anticipates issuing an order for the first unit soon after contract award. Delivery including installation, operational testing, and training are required to be completed in no more than 270 calendar days after issuance of the order. Therefore, interested parties do not have to request to be on the list in order to become aware of solicitation information.
