- Description
- Military Sealift Command (MSC) intends to issue a request for proposal for Professional Business Information Technology Support Services to implement and maintain its Enterprise Business System and Human Resource Management System. The requirement shall provide personnel with professional and technical skills and capabilities necessary to provide functional support to MSC. This requirement includes, but is not limited to, program management, training initiatives for MSC Enterprise applications; Requirements Analysis, Business Case Analysis (BCA), Design & Development, and Documentation, global helpdesk Tier II functional support for the Financial Management System (FMS) and the FMS/Standard Procurement System (SPS) integration; Tier II functional support for the MSC Human Resource Management System; application maintenance support, global helpdesk Tier II functional support for the MSC Budget Preparation System (BPS) and provide assistance in the implementation of electronic invoicing within the context of the MSC Financial Management System (MSC-FMS). This solicitation is being advertised on an "UNRESTRICTED" basis inviting full and open competition. The proposed contract will be a fixed price, indefinite delivery, indefinite quantity type contract. The anticipated period of performance will be from the date of award to 30 September 2005. The requirement will contain provisions for two (2) one-year options. The acquisition will be classified under the North American Industrial Classification Code 541513 with a small business size standard of $21,000,000.00. The tentative timeline for the proposed acquisition is issuance of the solicitation on or about 25 October 2004 and contract award in January 2005. The Government intends to issue the solicitation on the WEB only and it will available for viewing and downloading at http://www.msc.navy.mil. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). When downloading, prospective offerors MUST register on the web site All responsible sources may submit an offer, which shall be considered. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous to the Government. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR PROPOSAL PREPARATION.
