- Voyage charter of a US or foreign flag self-sustaining semi-submersible heavy lift (FLO/FLO) vessel capable of transporting one floating dry dock as described below in MSC DRYVOY Box #2. The owner must submit plans detailing how the dry dock will fit on the vessel, especially identifying any overhang of the dry dock over the vessel?s side. Any overhang of the dry dock over the vessel?s side will be subjected to stress testing by MSC engineers to determine if the dry dock can be satisfactorily transported on the offered vessel without subjecting it to unacceptable stress levels. If it is determined the vessel cannot transport the dry dock as described in the foregoing, the offer will be excluded from consideration for award. The vessel must have the ability to connect firefighting water to the dry dock. Tow options will not be considered for this voyage. The minimum average required speed is 12 knots laden in moderate weather. In accordance with the Cargo Preference Act of 1904 and Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) (see 69 FEDERAL REGISTER 25166-25168, May 5, 2004), preference will be given to U.S. flag vessels and VISA participants.
