Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Dayton T. Brown, Inc, Bohemia, NY. The government intends to procure the Control System and User Interface Replacement for the A/F27T-10 Hydraulic Component Test Stand (HCTS) under the authority of 10 USC 2304(c)(1), FAR 6.302-1, as Dayton T. Brown, Inc. is the original equipment manufacturer (OEM), and the only company with the expertise to accomplish the requirement in the necessary timeframe. The A/F27T-10 Hydraulic Component Test Stand (HCTS) provides the hydraulic, electrical and pneumatic power, instrumentation and controls necessary for diagnostic testing and functional acceptance of repaired/overhauled aircraft hydraulic and pneumatic components. The test stand?s current control system consists of a DAYTRONICS data acquisition system and an antiquated control system, which includes a DOS based computer interface to control the various output of the test stand. The Navy?s intention is to remove and replace this control system with new state of the art hardware and software. The new system should provide several advantages to the Navy including improved ease of the operator interface, improved reliability of the hardware and stability of the software. Included as part of this replacement/upgrade will be the update of all logistic support requirements. This notice of intent is not a request for competitive proposals; however, the government will consider all responses received to this notice. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Responses should reference N68335-05-R-0004. No solicitations will be available for this procurement.
