Description
Solicitation M6297404T3004 is amended to extend the date for submission of quotes to October 15, 2004, and clarify the evaluation criteria to read: The Government will award a contract resulting from this Request for Quotation to the technically acceptable, lowest priced, responsible quote based on technical, price and past performance. The following questions and answers are provided: Question 1: Approximately how many users will be on this system. Answer: Cable will be provided to the entire Air Station Y76 Commanders Channel. Question 2: What formats of video are presently deployed, i.e. BetaCam, DV, VHS. Answer: Composite Video, BetaCam, DV, VHS. Question 3: When the RFQ says base playback system do you mean a CATV cable system. Answer: CATV cable system. Question 4: Are the video displays you will use a mix of plasmas and PC Desktops, or all one type. Answer: PC Desktops, TV monitors. Question 5: The system is required to translate MCAS Yuma Pilot Informat! ion into real time. What format is this information in, data or video. Answer: Composite video. Question 6: There is a reference to inventory reports. Where is the inventory information kept and in what format. Answer: The inventory information is kept international net provided by vendor. Question 7: What format is METOC. Some data format transmitted over TCP/IP or is it a video (NTSC/MPEG2) format. Answer: TCP/IP Question 8: Capability for encoding video training material is desired, but no hardware is specified. Will you provide video playback hardware. Answer: Video playback hardware is to be provided by vendor with hardware. Question 9: While software is specified, no hardware is called out. Will this be running on an existing machine. Answer: Vendor will provide hardware and software to keep system running. Question 10: If an existing machine, what are the machine specifications. Answer: No existing machine Question 11: If no machine exists, what spe! cifications are required for the new machine. Answer: The following are the key technology characteristics of the Commanders Broadcast System: PC workstations are Intel Pentium 4, based with rackmount chassis and sliding rails for service; Fault tolerant features including removable hard disks and hot-swap power supplies, interchangeable PC components and uninterruptible power battery supply; Operating system software is USMC compliant Microsoft Windows 2000 Pro; Video input/output is NTSC broadcast quality at 720 x 486 resolution compliant with RF distribution systems; External video sources are resized in real time with broadcast quality digital video effects processing; Animated graphic video backgrounds and automated animated icons are controlled in real time from integrated software applications; Multiple, fully independent screen areas (zones) are controlled for production and playout from integrated software applications; Time, date, weather, and custom automated ! data sources are automatically displayed in a variety of graphical and animated formats in real time; Broadcast quality videographic and character generation software is included; Turnkey scheduling, design and playout software applications are included; Scheduling and control software is designed to be integrated with multiple broadcast channels for broadcast network operation; NTSC video is encoded in real time, stored and played out in broadcast quality MPEG2 format; Expanded MPEG2 digital video archives are supported; Message content can be updated from desktop computers connected through Intranets or public Internet, as determined by the network controller; System supports interactive web browser output of the channel broadcast for Intranet or Internet use.
