Description
NASA/GSFC plans to issue a Request for Quotation NNG04082040Q on a sole source basis for Hybridized IR Detectors. The two best hybrids produced out of five will be delivered to fulfill this contract. The procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Rockwell Scientific Company under the authority of 10 U.S.C 2304(c)(1), Only One Responsible Source. The Government requires the detector vendor to provide the modified, completed detectors mounted in packages specifically designed for the Wide Field Camera 3 (WFC3) instrument. The new detectors are intended to address an issue affecting the existing WFC3 near-IR flight detector. The flight detector was provided by Rockwell Scientific Company; hence they are the only company familiar with its design and performance requirements. Furthermore, the package which provides the electrical, mechanical and thermal interfaces to the WFC3 instrument was designed and fabricated by Rockwell. Rockwell Scientific Company has a residual inventory of partially fabricated near-infrared detector arrays, developed for the WFC3 program, that are suitable for this investigation (individual die that have not yet been packaged, wafers that have been grown but not diced. In order to investigate this phenomenon, the Government requires detectors of the same design as the current WFC3 flight detectors, with the substrates thinned or removed. Thus, utilizing another vendor would cause delays in the delivery of the WFC3 instrument. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on October 23, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
