Description
For firms who expressed an interest as a result of the Pre-Solicitation Notice Number N6247-05-R-XXX2- Cost of Capital, you must resubmit your name under this synopsis. The Naval Facilities Engineering Command Washington, Washington, D.C., wishes to enter into an Indefinite Delivery Indefinite Quantity Firm Fixed Price Requirements type contract for Professional Services pertaining to Cost of Capital in support of the Utilities Rates and Studies Office. The service will pertain to the Utility Rates and Studies Office in the ratemaking process before various federal, state, or local authorities. Due to substantial changes in the utilities industries, the regulatory environment, and actions within the Department of Defense (DoD), many new issues such as deregulation, unbundling of cost of capital, asset securitization, rate freeze, post rate freeze rate design, privatization and other similar issues may also be involved and require support under the resultant contract. The contract will be a Firm Fixed Price, Requirements Type, with work ordered by the issuance of delivery orders. The term of the contract will be one (1) year, with four (4) one year options. The total price to be awarded under the entire term of this contract will be under $1,000,000.00. This acquisition is 100% set aside for small business firms, accordingly only proposals from small business will be considered. Contract award will be made to the responsible offeror whose proposal is compliant with the solicitation and is determined to be the best value to the Government, technical, price and other factors considered. Proposals shall be submitted to: NAVFAC Washington, 1314 Harwood Street SE, Bldg 212, Washington Navy Yard, Washington, D.C. 20374-5018, Attn: Naomi Melendez, By 2:00 pm on 15 October 2004. They may also be submitted via facsimile to (202) 685-1788. The Scope of Work will be posted on the Dept. of the Navy?s ESOL website: http://www.esol.navfac.navy.mil. Proposals shall address the following technical/management criteria: Technical, Past Performance Information (PPI), Price, Subcontracting The Performance Work Statement will be issued on or about 1 October 2004.
