This requirement is for the procurement of a firm to provide all supervision, labor, materials, and equipment necessary for the Outside Air Ventilation Air Handler and Upgrade Bathroom Exhaust System located at the Lewis F. Powell, Jr. Courthouse Annex, Eleventh and Main Streets, in Richmond, Virginia. This project includes, but may not be limited to, modifications to the existing HVAC systems, which shall include, but not be limited to, the removal of existing outside air ductwork and associated dampers to existing air handling units on each level. The work on this project also includes the addition of a new 100% outside air ventilation unit which will be an energy recovery unit mounted on the roof of the existing building. The energy recovery shall be achieved by connecting new ductwork from the new energy recovery unit to the existing toilet exhaust systems throughout most of the building. The period of performance is one hundred and eighty (180) days. The NAICS code for this procurement is 238220 and the small business size standard is $12M. The procurement is being issued as a small business set-aside. The estimate for this work is between $350,000 and $650,000. Offers will be evaluated using source selection /greatest value method outlined in the solicitation package based on the following evaluation factors: 1) Past Performance with Similar Projects 2) Supervisory Personnel and 3) Price. It is anticipated that award will be made to the firm offering the best value based on a combination of price and technical factors. The anticipated date of release for the solicitation will be on or about October 19, 2004.
