- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation is issued as a Request for Quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24 effective 06/18/04. The requirement is being solicited as a 100% Small Business Set-aside using Simplified Acquisition Procedures per FAR Subpart 13. The NAICS Code 336611 with a Small Business Size Standard of 1000 employees. Solicitation number HSCG80-05-Q-FA090 applies. A Firm Fixed Price Purchase Order is anticipated. Place of Performance: Coast Guard Integrated Support Center, 427 Commercial Street, Boston, MA 02109. This dockside work is to overhaul the Commissary Hoist Onboard the USCGC Escanaba and the USCGC Seneca. The period of performance for the USCGC Escanaba is November 1st, 2004 with a completion date of November 21st 2004 (21 days). The USCGC Seneca is period of performance is December 19th 2004 with a completion date of January 10th 2004 (21 days not including December 25th, 2004 and December 31st, 2004) USCGC ESCANABA (WMEC 907) and USCGC SENECA (WMEC 906) 270-FOOT?B? CLASS CUTTERS SPECIFICATIONS FOR OVERHAULING COMMISSARY HOIST EQUIPMENT (October 8 2004/Rev-0) Sketches are not applicable. There are no revisions to the specification. List of Applicable References The below-listed documents form a part of this specification to the extent specified herein. Approval/publication dates or revision dates/numbers are also identified, to ensure that same document versions are used at time of specification writing and during contract execution. Order of precedence. In the event of conflicts between text of this specification and the applicable references specified herein, order of precedence shall be in accordance with MLCA Standard Specification 0000_STD, paragraph 3.2 (Order of precedence), unless otherwise specified by the Contracting Officer (KO). The Contractor shall immediately notify the KO in writing of any perceived conflicts contained herein. Nothing in these documents, however, supersedes applicable laws and regulations, unless a specific exemption has been obtained. APPLICABLE DOCUMENTS: Coast Guard Maintenance and Logistics Command Atlantic (MLCA), Standard Specification 6300_STD, 2001 Edition, Preserve Ship Structures Coast Guard Drawing 905 WMEC 572-001, Rev E, Service Hoist, Installation and Details. Drawings are available upon request. Contact Cindy Floyd at (757)628-4653. General Requirements: 1. SCOPE 1.1 Scope. This work item describes the requirements for the Contractor to overhaul the commissary hoist equipment, located in Compartment 3-165-1-Q. 3. REQUIREMENTS 3.1 Interferences:. The Contractor shall be aware that interferences in way of work include, but are not limited to the following: (1) MHC 1-170-1 (Renew MHC gasket during reinstallation); (2) 1-174-1 Medical Supply Locker; (3) Bookshelf; (4) Light Fixtures. 3.2 General. The Contractor shall disassemble the hosting machinery to the extent necessary, and accomplish the tasks specified herein, using TP 2837, SWBS 5722, and Coast Guard Drawing 905 WMEC 572-001 as guidance: 3.2.1 Fluids disposal. Drain all of existing oil from the gear reducer and all system hydraulic fluids, in accordance with all Applicable Federal, state, and local environmental regulations. 3.2.2 Inspection. Perform a visual inspection of all support frame structural and carriage surfaces, including door, evidence of corrosion and other defects. Submit a condition found report to the COR within 24 hours after completion of the inspection. 3.2.3 Component renewal. Renew the following components: (1) lifting chains, including anchor bolts, universal and connection links; (2) Ram head assembly, including head plates, chain load rollers with press fit bearings ram pin, bolts, and shim washers; (3) Set of four side thrust rollers, including associated lock washers and nuts; (4) Set of four flanged guide wheels, including press fit bearings, and slip fit axles; (5) Complete falling platform safety device, including safety cams, shafts, rocker safety cams, springs; (6) Carriage safety door, trunk access door mechanical interlocks, broken rope, slack safety device, limit switches, and all associated hardware; (7) NEMA IV steel surface mounted pushbutton stations, up-down-stop, with manual reset stop; (8) Packing, belts, and hydraulic lines; (9) Electric motor, including mounting hardware; (10) Gearbox; (11) Disk Brake 3.2.4 Preservation. Prepare and coat all previously coated surfaces, in accordance with Std Spec 6300_STD, using the coating system specified in Table IB (Interior Coating Systems) for ?Machinery, Operating Under 200 degrees Fahrenheit, Unmachined steel or aluminum Surfaces. Select black (17038) as the finish/top color. 3.3 System restoration. Upon completion of all authorized repairs, the Contractor shall accomplish the following: 3.3.1 Reassemble the hoist machinery, making all adjustments (including brake air gap), as necessary, in accordance with manufacturer?s instructions. 3.3.2 Fill gearbox with new lube oil. 3.3.3 Replenish hydraulic reservoir. 3.3.4 Restore the hoist machinery to operation condition. 3.4 Testing. After reinstallation, the Contractor shall conduct the below-listed tests, in accordance with the system?s manfacturer?s instructions: (1) No load test; (2) Rated load test; (3) Static Load test; (4) 150% load test; (6) Broken rope safety device test. 3.5 Inspection documentation report submission. The Contractor shall submit a written condition found report of inspection findings, including any recommended repairs, to the COR within 24 hours after completion of each inspection specified herein. 3.6 Label plates. After successful testing, the Contractor shall furnish and install a legible, label plate on the hoist equipment. Ensure that the label plate is inscribed with the following: (1) Date of overhaul; (2) Date of operational test; (3) Name of the Contractor performing the overhaul and test. 4. QUALITY ASSURANCE 4.1 Operational Test. The Contractor shall demonstrate proper use of the overhauled hoist in 12 complete cycles; ensure that all limit switches and safety devices for proper hoist system operation are checked and adjusted, as applicable, in accordance with manufacturer?s instructions. 5. The Contracting Officer is the only person authorized to approve changes in any of the requirements under this contract, and, notwithstanding any provisions contained elsewhere in this contract, said authority remains solely with the Contracting Officer. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in cost incurred as a result thereof. REQUIRED INSURANCE The Contractor shall, at its own expense, procure and maintain the following kinds of insurance with respect to performance under the contract. In accordance with HSAR 3052.217-95, Liability and Insurance (USCG) (DEC 2003), the Contractor shall furnish the Contracting Officer with proof of insurance for the duration of the contract, including: 1. Ship Repairer?s Liability - $500,000 per occurrence. 2. Comprehensive General Liability - $500,000 per occurrence. 3. Full insurance coverage in accordance with the United State?s Longshoremen?s and Harbor Worker?s Act. 4. Full insurance coverage in accordance with the State?s Workmen?s Compensation Law (or its equivalent) for all places of performance under this contract. CONTRACT DEFICIENCY REPORT The Contracting Officer or Contracting Officer Representative (COR) may issue a Contract Deficiency Report, Form MLCA(v)005-1. The Contractor shall respond in writing within 24 hours of receipt, unless otherwise approved the Contracting Officer, to the COR. The COR will comment on the contractor?s response and will forward the Deficiency Report and comments to the Contracting Officer, with a copy to the contractor, MLCA (vr), the NESU and Program Manager. The Contracting Officer will make the final response to the contractor in writing. It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. To further this policy, the Commandant has created the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offerors and resolve them, where possible, without expensive and time-consuming litigation. Potential quoters who believe that a Coast Guard solicitation is unfair or otherwise defective should first direct their concerns to the cognizant Contracting Officer.
