Description
The US Geological Survey, Water Resources Descipline has a requirement for the drydock and repair of the R/V POLARIS. The POLARIS is 96 feet by 20 feet, 114 ton wooden vessel built in 1927 and cannot be moved beyond the vicinity of the San Francisco Bay-Sacramento River Delta. Due to the age and construction of the vessel it must be put into a floating dry dock. The contractor must provide all labor, equipment, and materials to perform the repairs and modifications, including: 001. Drydocking vessel according to docking plan supplied with the vessel, using sufficient support and shoring to prevent hogging and/or sagging. Complete wash-down with fresh water to remove any loose coating to tight wood of hull from keel to waterline inclusive; remove all marine growth; survey and sound all hull planks, sheathing and fasteners for signs of rot, deterioration, or looseness; survey drains and other hull openings; Measure and record rudder pintle bearing clearance, inner and outer stern tube bearing clearances in the presence of the Cheif Engineer, submit copy of the clearances, as measured to the Chief Engineer. 002. Apply spot coating to bare and chafed areas and one full coat of Ameron ABC#3 from waterline to keel including boot top, approximate width of six inches using a paint of contrasting color to the hull paint; 003. Reef and recaulk an estimated 400 feet; 004. Repair damage from marine borers an area estimated at 2,880 cubic inches (2,880 cu. inches is an area 4 feet by 5 feet, 1 inch deep); 005. Re-spike hull planking an estimated 50 spikes; 006. Remove, clean and flush all keel coolers (one main engine and three auxilliary engines) inspect surrounding wood areas and through hull; 007. Engine room sea water suction valve -- Remove and replace 2" suction valve in after engine room; check thru-hull and soundness of the hull and backing block and replace with new fasteners; 008. Wash down pump suction valve, remove and replace 2" valve in forward engine room; check thru hull and soundness of hull and backing block, replace with new fasteners; 009. Bow pump suction valve -- remove and replace 1" valve in port foc'sle, check thru-hull and soundness of hull and backing block, replace with new fasteners; 010. Repack the stern tube stuffing box with TEFLON type packing of suitable size, kind, and number of rings; 011. Withdraw tailshaft for inspection - remove rudder and propeller from vessel, remove shaft packing, witness mark and unbolt the tailshaft coupling and remove coupling half from tailshaft. Withdraw tailshaft through stern tube to dry dock floor; provide adequate support for shaft while resting on dry dock floor. Inspect shaft for pitting and corrosion, inspect all keyways and tapers for wear. Inspect bearing and packing surfaces for scoring and galling. Remove propeller shaft stuffing box, Cutlass bearing and coupling from ship. Sandblast paint and reinstall with new gaskets and fasteners. Thoroughly clean and inspect the inside of the stern tube, remove and clean any screens. Reinstall coupling insuring the coupling nut is suitably locked on the propeller shaft. Make up tailshaft flange. Install propeller on shaft and harden up propeller nut in the presence of the Chief Engineer. Reinstall rudder. Appropriate clearances as determined by the Chief Engineer, will be taken in his presence, before and after any of the above work is performed. Option Item 001 - Remove existing packing gland and install Gov't furnished propeller shaft seal. Note: If Option Item 001 is to be performed it will not be necessary to perform item number 010 above. The contractor must provide 440 volt A/C power to the vessel while in the shipyard or on the dry dock. The vessel is available starting November 29, 2004 and all work must be completed by December 10, 2004. All responsible sources will be considered. Evaluation factors include past performance, repair of wooden vessels similar to the R/V POLARIS, price & delivery. A site visit is scheduled for 10:00 AM on Thursday October 21, 2004 at 599 Seaport Blvd., Redwood City, CA. Vendors interested in participating in the site visit must contact the contracting officer by 2:00 PM, Wednesday October 20, 2004. Anticipated closing date for the RFQ is 2:00 PM on Monday November 1, 2004. Anticipated award date is November 5, 2004.
