Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase a broadband amplifier. The items to be procured are listed here: CLIN 0001 One (1) Broadband Amplifier (as described) CLIN 0002 Two (2) sets of operational manuals and schematics. The manuals shall include as a minimum, general descriptions, operating instructions, theory of operation, maintenance, and replacement parts. CLIN 0003 One (1) Dual Directional Coupler, 50 dB coupling factor. The coupler shall be compatible with the maximum operating conditions of the Amplifier described below. The items listed above must meet the following specifications: Frequency Response: 10kHz to 220MHz Minimum Power Output: Pulse: 4000 Watts to 150 MHz Minimum, 3000 Watts to 220 MHz Minimum, CW: 2500 Watts Minimum, Linear at 1 dB compression 1250 Watts Minimum Flatness: plus or minus 1.5 dB Maximum Input for rated output: 1.0 milliwatt Maximum Gain: 64 dB Minimum Gain Adjustment (continuous range): 18 dB Minimum Input Impedance: 50 ohms, VSWR 1.5:1 Maximum Output Impedance: 50 ohms, VSWR 2.0:1 Maximum Mismatch Tolerance: 100 percent of rated power without foldback. Unit shall operate without damage or oscillation with any magnitude and phase of source and load impedance. Modulation Capability: Linear amplitude response allows reproduction of AM, FM, or Pulse modulation on the input signal. Harmonic Distortion at 1800 Watts: at less than 120 MHz, minus 17 dBc Maximum, at greater than 120 MHz, minus 30 dBc Maximum Gating/Blanking Parameters: Rise Time: 25 microseconds Maximum, Fall Time: 5 microseconds Maximum, RF Rise and Fall time: 10 nanoseconds Maximum, Signal Input (into 180 ohms): plus or minus 2.5 to 6.0 volts DC Primary Power: 200 to 208 VAC, 3 phase, 50 to 60 Hz Connectors RF Input: Type BNC female, RF Output: Type C or Type N female Cooling: Self Contained Forced air Weight: 900 lb Maximum Dimensions, width times height times depth: 25.0 times 62.0 times 26.0 inches Maximum This acquisition will be a Firm Fixed-Price contract. All items shall be delivered, inspected, and accepted FOB destination to the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. The solicitation number is N00178-05-R-3001; it is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 01-24, dated 18 June 2004 and DFARS Change Notice (DCN) dated 25 June 2004. The North American Industry Classification System (NAICS) Code is 334220 with a size standard of 750 employees. The offeror shall provide a copy of any warranty applicable to the items contained in this solicitation. FAR 52.212-1, Instructions to Offerors - Commercial Items (Jan 2004) applies to this solicitation and is hereby incorporated by reference. In accordance with FAR 52.212-2, Evaluation ? Commercial Items (Jan 1999), applies. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors! , listed in descending order of importance, shall be used to evaluate offers: Technical capability of the item offered to meet the Government?s requirements, price, and past performance. Offerors shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (May 2004) with their offer. The following provisions apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Oct 2003) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun 2004) subparagraphs (a), (b) 1, 5, 11, 12, 13, 14, 15, 16, 18, 19, 24 (d), and (e); DFAR 252.212-7000, Offeror Representations and Certifications ? Commercial Items (Nov 1995) applies with the requirement that offeror?s provide a completed copy with their offer, DFAR 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acqu! isitions of Commercial Items (Jun 2004) with the following provisions of subparagraph (b) thereof indicated as applicable: 252.225-7012, 252.243-7002, 252.247-7023, and 252.247-7024. The following additional DFARS provisions and/or clauses apply to this acquisition: 252.204-7004, Required Central Contractor Registration - Alternate A (Nov 2003). This procurement is rated DO-A70. All responsible sources may submit an offer which shall be considered. The closing date for receipt of proposals is 2:00 p.m. (Eastern time), 15 November 2004.
