The Space and Naval Warfare Systems Center - Charleston (SSC-CH) is seeking information on all available commercial, off-the-shelf (COTS) automated video surveillance software tools and recording devices designed to analyze imagery transmitted from a camera to detect pattern and behavioral activities in the field of view, specifically including object classification, identification, tracking, and analysis. SSC-CH is only interested in information on automated video surveillance software tools and recording devices that are currently available. Software and hardware options, power requirements, interoperability specifications, and ability to integrate emerging automated surveillance technology into existing capabilities are particularly desired. Various local, state and federal government and law enforcement agencies, civil disaster administrators, military disaster control personnel, and area disaster/emergency response personnel will potentially use these automated surveillance tools. Determination as to information suitability will be made by SSC-CH based on the objectives identified in this request. The purpose of this announcement is to support evaluation of automated video surveillance software tools/technologies for homeland security professionals from an end user perspective and determine the capabilities and limitations of the various software tools, systems, and recording devices. An unclassified, user ready reference will be disseminated to federal, state and local agencies. Follow on comparative testing of the tools and devices may result from the COTS data provided. Review of this information is being performed for the Department of Homeland Security (DHS), Office for Domestic Preparedness (ODP). ODP is responsible for enhancing the capacity of state and local jurisdictions to respond to, and mitigate the consequences of, incidents of domestic terrorism, particularly those involving weapons of mass destruction, through coordinated training, equipment acquisition, technical assistance, and support for federal, state, and local exercises. All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this Request for Information (RFI). All data received in response to this RFI marked or designated as corporate or proprietary information will be disposed of, and the information will not be considered for evaluation. Specific information sought includes (1) a description of the automated video surveillance software tool, recording device or system, including size, endurance, transmission distance, hardware requirements, interface specifications and protocols, potential applications and setup constraints; (2) cost, to include purchase price and expected life cycle operation, training, and maintenance costs; (3) compatibility with access control or intrusion detection software, installed and optional, as well as ability to insert emerging technology; (4) night/day operation; (5) data transfer ability/specifications; (6) a listing of current users (with point of contact) or, in the case of technologies that have not yet been introduced into the market, organizations that have placed orders for the system, device, or technology; (7) installation and support specifications and requirements; (8) the name and phone number/e-mail address of the individual that potential users should contact for more information on the software or application; and (9) websites or brochures with diagrams, drawings and graphics that would assist the user in understanding the tool, device, or system. This announcement is for information gathering purposes only. Submittals: Respondents are invited to provide information in the form of product brochures, press releases, technical specification sheets, independent assessment results, reprints of trade journal articles, etc, although electronic media are preferred (CD, diskette, or internet link).
